The Development of Change Management Model in Small Primary Schools under Office of the Basic Education Commission

Abstract
The purpose of this research was to develop a change management model in small primary schools under Office of the Basic Education Commission. The research methodology had been divided into three stages: 1) the study of change management component in small primary schools. It was a quantitative study. The sample were 390 administrators of the small primary schools selected by multi-stage sampling method. The research instrument was a five scale questionnaire with reliability of 0.91. The statistics used to analyze data were mean and standard deviation. The qualitative study was conducted with the sample group of four administrators in the small primary school with excellent practices gaining from purposive sampling. The research instrument was a structured interview. The data was analyzed using content analysis technique. 2) The construction of the change management model in small primary schools using focus group discussion of 11 experts. The instrument was a recording template of focus group discussion. A content analysis technique was used for data analysis. And 3) assessment of benefits and feasibility of the model. The sample were 390 administrators of the small primary school selected by multi-stage sampling method. The research instrument was a five-scale questionnaire. The data were analyzed using mean and standard deviation.
The results found that 1) The change management model in small primary schools under Office of the Basic Education Commission included the model principles and approaches, the model objectives and the model implementation which consisted of (1) a planning phase including human resources, budgeting, and innovation management in the small school, (2) an implementation of change management phase including instilling urgent awareness of change, establishment of leadership team and vision, planning, work empowerment, assessment, and change rooting, (3) an evaluation phase including efficiency and effectiveness and (4) model improvement phase and 2) the results of constructed model assessment in terms of both its benefit and feasibility, as a whole, were at high level.
