Factors Affecting the Success of Implement of Policies Financial Support for Raising the New-born of Local Administrative Organization in Wiengsra District Suratthani Province

Abstract

The objectives of this study were to 1) study the factors affecting the success of implement of policies financial support for raising the newborn of local administrative organization in Wiengsra  District  Suratthani  Province, 2) compare the the factors affecting the success of implement of policies financial support for the raising the new-born based on their gender, age, income, education, positon and 3) propose an approach for success of implement of policies of financial support for raising the newborn. The approach of this research involved mixed methods. This research studied a  population consisting of 106 people who work as personnel according to financial support for raising the newborn policies. Data were collected by using 5 level rating scale questionnaire at a reliability of 0.84 and the statistics used to analyze the data were percentage, mean, standard deviation, t-test, One-Way ANOVA and Pearson correlation method.The qualitative research was conducted by in-depth interviews from the 8 key informants, selected by purposive sampling and the data were analyzed by content analysis.

The research findings were as follows: 1) the level of factors affecting the success of implement of policies of financial support for raising the newborn of local administrative organization in Wiengsra  District  Suratthani  Province was overall and in each individual aspect at a high level. When considering each parts, the study found that the most parts was policy standards and objectives were implemented. The characteristics of agencies, the communication between organizations and activities, the disposition of implementers, policy resources, and economic  social  and political conditions, respectively. 2) Personnel from different departments and sections also had different viewpoints on the factors affecting the success of implement of policies financial support for raising the newborn at a significant level of 0.05, 3) The guidelines for the approach of the success of implement of policies financial support for raising the newborn were : the personnel should understand the project policy, provide sufficient personnel and participate in work, add and addition budget , provide public relations for the project, define the structure roles and duties of personnel, the staff must be enthusiastic in work and executives should encourage morale to create incentives for performance.
