Guidelines for Increasing the Effectiveness of Digital Technology Policy Implementation for Local Administrative Organization in Saingam District, Kamphaeng Phet Province

Abstract

           This research aimed to study the level of effectiveness of digital technology policy implementation by local administrative organizations in Saingam District Kamphaeng Phet Province, to explore the factors affecting the effectiveness of digital technology policy implementation, and to collect guidelines for increasing the effectiveness of digital technology policy implementation that could be used to promote policy implementation to be more effective. The sample group consisted of 175 personnel of local administrative organizations in the target area. Data were contacted using questionnaires and interview with 12 key informants. Data were analyzed using descriptive statistics and multiple regression analysis at the sample level to show the relationship trends of the variables.

            The research findings indicated that the level of implementation of local administrative organizations in Saingam District, Kamphaeng Phet Province was at a high level, particularly in terms of satisfaction and adaptability; factors related to the implementation of digital technology policies include technology, personnel; and organizational structure and guidelines for increasing the effectiveness of digital technology policy implementation found that as follows: 1) conducting an analysis of the organization's environment to develop technology that meets service needs,  2) developing personnel’s potential in digital before using the technology, 3) conducting meetings to exchange ideas and listen to problems in working together, including having digital orders and memorandums of understanding as criteria for evaluating work performance with appropriate rewards, and 4) creating a digital culture within the organization with executives as role models in the use of technology, which can be used as a preliminary guideline to develop and promote the use of digital technology appropriately in the context of local organizations.
