Model Law for the Establishment of Vocational Education Institutions of Local Administrative Organization

Abstract

           The objective of the research aims to examine the scope of powers and duties of local administrative organizations concerning the management of  vocational education which constitutes a process producing and developing local workforces to increase productivity and promote grassroots local economic development. By for direction of local technology and modern technology development in harmony with the way of life and occupation of local people. The research methodology employed a qualitative methodology using documentary research, involving collecting data and synthesis of Thai legal documents and related concepts and theories. The research results were used to formulate the Model Law.

            The findings revealed that the local administrative organizations are empowered to manage the vocational education in accordance with the National Education Act, B.E. 2542 and the laws concerning the establishment of local administrative. The structures of the vocational education of the local administrative organization shall consist of the Powers and Duties; Model for the Education Management; regulatory; establishment; vocational education standards; students; and tuition fees. The research suggests that there should be this Act on vocational education institutions under local administrative organizations to serve as a central legal framework for the establishment institutions.
