Law Enforcement Effectiveness of Tambon Community Organization Assembly ACT. 2551 B.E. : A Case Study of Chanthaburi Province

Abstract

The objectives of this research were to study degrees and factors affecting law enforcement  progress effectiveness of Community Organization Assembly Act 2551 B.E. The research used mixed method research between the survey research and the qualitative research. In case of the survey research, the population were 61 Tambon community organization assemblies in Chanthaburi province. The research instrument was a questionnaire. The qualitative research focused on the in-depth interview through key informants namely, community members of the tambon community assemblies, the members of the assemblies, village headmen, and samples of regional government.

            The research found that the degree of the progress effectiveness was fairly moderate both overall and aspect levels. The effectiveness in aspect levels were respectively role in social and economic development, meeting and coordination and role as democratic pressure group. The factors affecting the effectiveness were respectively high as follows : contents of the act, the deliberative meeting organizations, the assembly organizations, cooperation with other organizations, and readiness of management resources.
