Network Governance in Food Innovation Networks under the Driving Force of Food Innopolis Policy A Comparative Study of the Four Case Studies.

Abstract

This paper aims to study the background of cooperation among network partners before participating in driving the Food Innopolis Policy and Compare Network Governance in Food Innovation Network under the Driving of Food Innopolis Policy. Using qualitative methodology, the findings reveal that the origins of the network's mission and objectives are determined based on available resources, policy guidelines of the provincial cluster, the context of the provincial area and the needs of the people, university policy guidelines, and interdisciplinary integration, resulting in differences in the mission and objectives of the food innovation network. Choosing partners and strategies used in building networks, cultural compatibility, operational capacity, and proximity to the customer. However, there are only a few case studies in which partners are selected based on shared interests and ideologies, including the use of laws to screen partners. At the same time, financial or budgetary incentive strategies, persuasion strategies, and using legal roles to gain recognition are often important networking strategies in cases where partners have never been cooperative. The structure of the food innovation network depends largely on the context of the area and original missions between network partners.
