วิกฤตขยะพลาสติกทะเลไทย: การวิเคราะห์เชิงวิพากษ์ว่าด้วยช่องว่างในการบูรณาการเชิงโครงสร้าง

บทคัดย่อ
บทความวิชาการนี้วิเคราะห์วิกฤตขยะพลาสติกทะเลของไทย โดยเสนอข้อถกเถียงหลักว่า รากเหง้าของปัญหามิได้อยู่ที่การขาดแคลนแผนงานหรือนโยบาย แต่อยู่ที่ “ช่องว่างในการบูรณาการเชิงโครงสร้าง” (Structural Integration Gaps) ที่ฝังลึกอยู่ในระบบการอภิบาลของรัฐ การวิจัยเชิงคุณภาพนี้สังเคราะห์ข้อมูลจากเอกสารนโยบาย กฎหมาย และงานวิจัยที่เกี่ยวข้อง เพื่อชี้ให้เห็นช่องว่าง 3 ประการ ได้แก่ (1) การขาดการบูรณาการในแนวระนาบ จากโครงสร้างการรวมศูนย์อำนาจแบบแตกกระจาย (Fragmented Centralism) ที่ส่งผลให้หน่วยงานรัฐทำงานแยกส่วนและมีนโยบายที่ขัดแย้งกัน (2) การขาดการบูรณาการในแนวดิ่ง อันเกิดจากภาวะรัฐกลวง (Hollow State) ที่ถ่ายโอนภาระสู่ท้องถิ่นโดยปราศจากอำนาจและทรัพยากรที่เพียงพอ และ (3) การขาดการบูรณาการภาคส่วน ซึ่งสะท้อนผ่านโครงสร้างการมีส่วนร่วมที่ไม่สมดุลระหว่างภาคอุตสาหกรรมและภาคประชาสังคม
บทความสรุปว่า การก้าวข้ามวิกฤตนี้จำเป็นต้องมีการปฏิรูปเชิงสถาบันอย่างเร่งด่วน โดยมีข้อเสนอแนะเชิงโครงสร้างคือ การผลักดัน (ร่าง) พระราชบัญญัติการจัดการบรรจุภัณฑ์อย่างยั่งยืน (EPR) ให้มีผลบังคับใช้ เพื่อแก้ไขปัญหาทางการคลังของท้องถิ่น ควบคู่กับการจัดตั้งกลไกบูรณาการระดับชาติที่มีอำนาจแท้จริง และการสร้างกระบวนการมีส่วนร่วมของทุกภาคส่วนอย่างมีความหมาย เพื่อวางรากฐานการจัดการขยะทะเลของประเทศให้ยั่งยืน
