The Administrative Strategies in Mission Integration for RajabhatUniversities at the Lower Northern Region

Abstract

The purposes of this research were to 1) study the conditions and the problems for the administration of mission integration for Rajabhat Universities in the Lower North Region, 2) develop the strategy for the administration of mission integration and 3) try out and assess the implementation of the strategy for the administration of mission integration. The research was divided into 3 steps. The first step was to study the conditions and the problems for the administration of mission integration. The research instrument was an in depth interview conducted with 12 administrator member from the Lower North Rajabhat Universities. Content synthesis was implemented to method for strategic setting. The second step was to develop the strategy, the research instrument was applying a workshop technique to SWOT analysisand setting strategic draft conducted with 9expertsinan integration. Furthermore, connoisseurship by 8 experts was conducted to check the strategic correction. The third step was operated to try out and assess the strategy by interviewing 11 users strategy and evaluationthe informants was to assess the agreement, the appropriateness, the possibilityand the utility of the strategy by 17 experts in strategy. The results show in the following findings.

1.  The conditions for the administration of mission integration concerned about the policy of mission integration that was set in the strategic plans. Budget was allocated for mission integration.The problem included the organization lacks of knowledgeable staff in the field of an integration, unclear clarifying operational structure, and not well managing evaluation.

2.  The administration of mission integration for the Lower North Rajabhat Universities was found in 1 vision 4 missions, 4 goals, 4 strategic issues, 8 strategies, 21 indicators and 38 measures. Constructed strategies consisted of strategy 1) the developed methods for the mission integration plan, 2) developed database and information, 3) a well-organized organization structure, 4) the improvement in administrators’ competencies, 5) the improvement in staff’s competencies, 6)developingandincreasingcooperativenetwork.7)createdintegralmodels,and8)the developed methods of mission integration evaluation.

3.  The strategy’s experiment was the improvement in staff’s competencies and the assessment were done by the following activities. 1) Staff wereget trainingin mission integration. 2) Knowledge was applied to the mission integration. 3) The instructional activities of mission integration were designed and integrated in routine work.The results of the experiment showed that mission integration was useful for students, teachers and community. Staff could manage mission integration by integral exchange. The tasks were reduced. The students learned by actual practices.

The assessment of the strategy showed that the agreement of the vision, the mission, the goal, the strategic item, the strategies, the indicators and the measures were at the high level.The appropriateness, the possibility and the utility of the strategy, the indicatorsand the measures were at the high level-highest level.
