The Project to Evaluate the Efficiency and Effectiveness of Budget Allocation According to the Measures to Promote the Living Level at the Sub District Level in the Year 2016

Abstract

            The purpose of this study were: 1) To evaluate the efficiency, effectiveness, impact from the budget allocation according to the measures to promote the living level at the sub district level; 2) To evaluation the satisfaction of the population and those responsible for the project in the target area; 3) To develop and adjusted operation about the budget allocation to need of people in target area to be more efficient source of information include key informants people/stakeholders amount 15,598 cased Multi –Stage Random Sampling and project responsible person amount 2,870 cased target area is to evaluate target area amount 38 province 190 district (5 district per province)

            The instrument were included 1) questionnaire for people/stakeholders in area and questionnaire for stakeholders 2) interview for people/stakeholders in area and interview for stakeholders.The data collection were by Method of distributing questionnaires to collect data with people/stakeholders and project responsible person. Including interview with people/stakeholders and project responsible person. Analyzed and statistics included frequency, percentage, mean, standard deviation and content analyzed.

            The results were as follows:

            1) The evaluate of efficiency in budget allocation according to measures support the living at the district level. It was found that high and effectiveness of the project on resource and labor utilization people was found that moderate and project responsible person was found that moderate and Continuity, Expansion and Sustainability in Operations people was found that moderate; 2) Project responsible person was found that high impact in income had people the level of household income was moderate 2) and the proportion of labor cost to the budget received for project was found the proportion of labor costs to the total budget received is 43 percent; (2) the evaluated satisfaction of the population and those responsible for the project in the target area found that high the relationship between the variables of the people found that sex, age, occupation, education and income increased. There was a statistical significance relationship with all dependent variables responsible person except sex no relationship. And the person responsible for the project found that gender, age, position, education and work experience There was a statistical significance relationship with all dependent variables except sex no relationship; 3) develop and adjusted operation about the budget allocation to need of people in target area to be more efficient was found problem and barrier was lack of guidance and sufficient information from relevant person. As well as benefits including the value of operations in some projects. And suggestions should be continuous budget allocation and maximum benefits. By focusing on projects that generate income and create careers for local people.
