Good Governance Principle Implementation of Administrators affecting Effectiveness of Lamlukka Sub district Municipality, Pathumthani Province

Abstract

The objectives of this research were to study the level of good governance principle implementation in the administration, to study the level of effectiveness of sub district municipality and to study good governance principle implementation of administrators affecting effectiveness of Lamlukka sub district municipality, Pathumthani province.

The sample group consisted of 156 personnels and local leaders of Lamlukka sub district municipality, Pathumthani province that be composed of local officers , permanent officers , temporary officers of Lamlukka sub district municipality, Pathumthani province and the local administrators were duty mayor, secretary , the advisor of mayor , members of sub district municipality, sub district headman, sub district headman assistant, village head and village head assistant. The instrument used for data collection was a 5 point rating scale questionnaire. as Likert’s scale. The researcher collected 150 questionnaires by 96.15 %. After that, the data of good governance principle implementation of administrators affecting effectiveness of Lamlukka sub district municipality, Pathumthani province was analyzed by mean and Standard Deviation. Moreover, the analysis of good governance principle implementation of administrators affecting effectiveness of Lamlukka sub district municipality, Pathumthani province was analyzed by Multiple Regression Analysis by Enter method. The study results revealed as follows:

1. Good governance principle implementation of administrators affecting effectiveness of Lamlukka sub district municipality, Pathumthani province as a whole was at the moderate When considering individual aspects; ranking in descending order of mean that responsiveness aspect was the highest average, followed by accountability aspect, rule of law aspect, transparency aspect, participation aspect, effective aspect, efficiency aspect, equity aspect, consensus oriented aspect and decentralization aspect respectively.

2. Effectiveness of Lamlukka sub district municipality, Pathumthani province as a whole was at the moderate level. When considering individual aspects; ranking in descending order of mean: management aspect, result of operation aspect, job satisfaction aspect , organization development aspect and selection and recruitment aspect respectively.

3. Good governance principle implementation of administrators on effective aspect, efficiency aspect and transparency aspect had the positive to effectiveness of sub district municipality at .05 level of significance. By good governance principle on accountability aspect, participation aspect, decentralization aspect, rule of law aspect, equity aspect, consensus oriented aspect affecting effectiveness of sub district municipality with no significance. Therefore 10 aspects of core competencies were predicted the effectiveness of sub district municipality by 62 % at .01 level of significance.
