learning organization of Phitsanulok Primary Educational Service Area Office 3 has issue that should be developed regarding openness to accepting new things and the Knowledge management that affects to a learning organization. This research aims to study and compare the learning organization of Phitsanulok Primary Educational Service Area Office 3. The population used in the research has 160 people, includes educational institution administrators of Phitsanulok Primary Educational Service Area Office, Area 3. The questionnaire was used for the collect data and value was equal to 0.97. The data were analyzed by using basic statistics including percentage, mean, standard deviation, and test statistics (including t-tests. F-value test).
The research results found that the overall and each aspect of being a learning organization of Phitsanulok Primary Educational Service Area Office 3 were at a high level. In order as following: Learning together as a team work, Systematic thinking, being a well-rounded person, having a thought planning, and creating a vision together. The comparison results of learning organizations of Phitsanulok Primary Educational Service Area Office 3 were classified by age, educational background, and work experience found that people of different ages had different perceptions of being a well-rounded person. The statistically significant was at the 0.05 level. From the research results, Phitsanulok Primary Educational Service Area Office 3 should plan and find various methods to develop personnels and educational institutions for becoming learning organizations.
