Management Tasks of the County Cultural Council in Pom Prap Sattru Phai, Bangkok

Abstract

The objectives of this research were 1) to study a management model of Pom Prap Sattru Phai Cultural Council, Bangkok and 2) to study problems and obstacles in the management of Pom Prap Sattru Phai Cultural Council, Bangkok; This research employed a qualitative research methodology by studying from related documents and collecting data via the use of in-depth interviews with 6 personnel and officers of the Department of Cultural Promotion, Ministry of Culture who involved with the establishment of the Bangkok Metropolitan Cultural Council and the Bangkok Metropolitant Cultural Council Committee. Data were analyzed with content analysis. The findings of the research showed that: 1) Pom Prap Sattru Phai Cultural Council operated according to the National Culture Act, B.E. 2535 as well as the Pom Prap Sattru Phai Cultural Council Regulation, B.E. 2556 which was used as a framework for its operation. Although, the council was controlled by the Department of Cultural Promotion, it has its own regulation to direct its management. Moreover, the management of the council had to be approved by the committee; 2) the problems and obstacles in the management of Pom Prap Sattru Phai Cultural Council, Bangkok included problems related to personnel, budget, public relations, team working, and cooperation with other cultural councils. Recommendations for the management of the district cultural council should give freedom to manage By amending the regulations to allow the district culture council to have autonomy in administering without having to depend on the Department of Cultural Promotion in order to make the district cultural council can be strong stand up for yourself Driving cultural events without being under the supervision of the Department of Cultural Promotion anymore Because if it is still under, it will make the Cultural Council think that it has to rely on the Department of Cultural Promotion all the time in matters of budget, personnel, resources.
