The research was an action research integrated into a technical action research. The main researcher was an outsider of the community cooperating with the community members who acted as practitioners in every step of the research.  This action research was the key factor attracting all related sectors to participate in planning and proceeding the elderly caring program in the community.  The main concept of this research followed the 3 steps of Stringer’s ideas, which were: 1) Sorting out; 2) Analyzing; and 3) Acting.  The first step of ‘sorting out’ was very important since it helped in finding out problems, then stimulated the action plan and led to the awareness and cooperation of the related sectors.      Research findings were resulted from suitable techniques coherent with devices in each step, including the brain-storming used in making the plan; the A-I-C processes meeting; the information feedback; and the positive communication.  The agreement of cooperation and the 3-year plan were rigid outcomes contributed by 10 related sectors showing the long term of work based on this action research.
