การพัฒนาสมรรถนะหลักของผู้นำนักศึกษามหาวิทยาลัยราชภัฏ ในภาคตะวันออกเฉียงเหนือตอนบน ประเทศไทย

Abstract

การวิจัยครั้งนี้เป็นรูปแบบการวิจัยและพัฒนามีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสมรรถนะหลักที่จาเป็นและสมรรถนะที่ต้องการพัฒนาของผู้นำนักศึกษามหาวิทยาลัยราชภัฏในเขตภาคตะวันออกเฉียงเหนือตอนบน 2) เพื่อหาแนวทางการพัฒนาสมรรถนะหลักผู้นำนักศึกษามหาวิทยาลัยราชภัฏในเขตภาคตะวันออกเฉียงเหนือตอนบน และ 3) เพื่อพัฒนาและประเมินผลการพัฒนาสมรรถนะหลักผู้นำนักศึกษามหาวิทยาลัยราชภัฏในเขตภาคตะวันออกเฉียงเหนือตอนบน ประเทศไทย แบ่งเป็น 3 ขั้นตอน 6 ระยะ ผลการวิจัยพบว่า

1. สมรรถนะหลักที่จาเป็นของผู้นำนักศึกษา มีจำนวนสมรรถนะหลัก 5 ด้าน 26 สมรรถนะย่อย สมรรถนะที่ต้องการพัฒนา คือ ด้านคุณธรรมจริยธรรม ด้านภาวะผู้นำและการปฏิสัมพันธ์กับผู้อื่น ด้านการการวางแผนและบริหารจัดการโครงการ และด้านสถิติและทักษะการใช้เทคโนโลยีสารสนเทศ และด้านการสื่อสารและการประสานงาน ตามลำดับ

2. แนวทางการพัฒนาสมรรถนะหลักของผู้นำนักศึกษามหาวิทยาลัยราชภัฏในภาคตะวันออกเฉียงเหนือตอนบน ประเทศไทย ที่เหมาะสมคือการจัดทำหลักสูตรอบรม ประกอบด้วย 8 หน่วยการเรียนรู้ ระยะเวลาการพัฒนา 125 ชั่วโมง ในการพัฒนาเน้นการนำไปสู่การปฏิบัติได้จริง มีวิธีการพัฒนาสมรรถนะ 11 วิธี

3. การประเมินสมรรถนะหลักก่อนการพัฒนาโดยรวมทั้ง 3 ด้าน ประกอบด้วย ด้านคุณธรรมจริยธรรม ด้านภาวะผู้นำและการปฏิสัมพันธ์กับผู้อื่น และด้านการการวางแผนและบริหารจัดการโครงการ อยู่ในระดับปานกลาง และหลังการพัฒนาโดยรวมอยู่ในระดับมากทุกด้าน แสดงว่าหลังกระบวนการฝึกอบรมตามขั้นตอนต่างๆ มีการพัฒนาเปลี่ยนแปลงพฤติกรรมดีขึ้นกว่าก่อนการพัฒนา

The Development Rajabhat University Student Leaders’ Core Competency in the Upper-Region of Northeastern Thailand

The purposes of this research and development study were 1) to study the requirement and need for development of Rajabhat university student leaders’ core competencies in the upper-region of Northeastern Thailand, 2) to find guidelines to develop Rajabhat university student leaders’ core competencies in the upper-region of Northeastern Thailand and 3) to develop and evaluate the development of Rajabhat university student leaders’ core competencies in the upper-region Northeastern Thailand. The research was divided to 3 stages and 6 phases as follows:

1. There were 5 aspects and 26 elements of required core competencies of Rajabhat university student leaders. The competencies needed for development in 5 aspects were sorted in descending order as follows: 1) ethics, 2) leadership and reaction with others, 3) project planning and management, 4) statistics and information technology skill and 5) communication and coordination.

2. The appropriated guideline to develop of Rajabhat university student leaders’ core competencies in the upper Northeastern Thailand was to set training curriculum that comprised 8 learning units within 125 hours or 3 weeks. The development emphasized on practical performance included 11 methods.

3. The evaluation of core competency in 3 aspects: 1) ethics, 2) leadership and interaction with others, and 3) project planning and management before the development were a the moderate level. As a whole, it was at a high level in each aspect after the development. Using t-test to compare core competencies before and after the development it showed statistical significance level of .01. Thus there were positive development after the training course.
