ศึกษาการดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ของโรงเรียนเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 10; A Study of the Operation in Accordance with the Strategic Plan of the Municipal Schools under the 10th Local Education Group

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ ประการแรก เพื่อศึกษาและเปรียบเทียบระดับการปฏิบัติตามกระบวนการบริหารแผน
กลยุทธ์ ตามสถานภาพและขนาดสถานศึกษา ทั้งโดยรวมและรายด้าน และประการที่สอง เพื่อศึกษาข้อเสนอแนะเกี่ยวกับการ
ปฏิบัติงานตามกระบวนการบริหารแผนกลยุทธ์ของโรงเรียนเทศบาลกลุ่มการศึกษาท้องถิ่นที่ 10 กลุ่มตัวอย่างจำนวน 105 คน
เครื่องมือที่ใช้เก็บรวบรวมข้อมูลเป็นแบบสอบถามมีลักษณะเป็นแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่น .981 สถิติที่ใช้
ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติที่ใช้ทดสอบสมมติฐานใช้ t-test และ F–test (One – way ANOVA)
ทดสอบความแตกต่างเป็นรายคู่โดยวิธีการของ เชฟเฟ่ (Scheffè) ผลการวิจัยพบว่า
1. การดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ของโรงเรียนเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 10 โดยรวมมี
ระดับการดำเนินงานอยู่ในระดับมาก เมื่อพิจารณาเป็นรายขั้นตอน พบว่า ทุกขั้นตอนมีระดับการดำเนินงานอยู่ในระดับมาก
ทุกขั้นตอน
2. เปรียบเทียบระดับการดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ระหว่างผู้บริหาร ครู และประธานกรรมการ
สถานศึกษา มีความคิดเห็นโดยรวมไม่แตกต่างกัน เมื่อพิจารณาตามขั้นตอนการดำเนินงาน พบว่า ขั้นตอนที่ 1 การวางแผน
มีความเห็นต่อระดับการดำเนินงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยผู้อำนวยการสถานศึกษาและประธาน
กรรมการสถานศึกษาขั้นพื้นฐาน มีความเห็นต่อระดับการดำเนินงานสูงกว่าครูผู้รับผิดชอบงานแผนกลยุทธ์ ส่วนขั้นตอนอื่นๆ
ไม่แตกต่างกัน
3. ระดับการดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ จำแนกตามขนาดของโรงเรียน พบว่า โรงเรียน
ขนาดใหญ่กับโรงเรียนขนาดเล็กมีการดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ ทั้งโดยรวมและรายด้านไม่แตกต่างกัน

4. ข้อเสนอแนะการดำเนินงานตามกระบวนการบริหารแผนกลยุทธ์ของโรงเทศบาลกลุ่มการศึกษาท้องถิ่นที่ 10 พบว่า
ขั้นตอนที่ 1 ด้านการวางแผนควรให้ชุมชนเข้ามามีส่วนร่วมในการวางแผนกลยุทธ์ของโรงเรียน ควรให้บุคลากรในโรงเรียนร่วมกัน
ศึกษาวิเคราะห์สภาพปัจจุบัน ขั้นตอนที่ 2 ด้านการนำแผนไปปฏิบัติ บุคลากรและผู้ที่เกี่ยวข้องควรยึดหลักการทำงานเป็นทีมใน
การปฏิบัติงาน และขั้นตอนที่ 3 ด้านการประเมินผล ควรประชาสัมพันธ์เผยแพร่ผลการดำเนินงานตามแผนกลยุทธ์ของโรงเรียน
แก่บุคลากรและผู้ที่เกี่ยวข้องควรจัดหาและสร้างเครื่องมือสำหรับการติดตามผลปฏิบัติตามแผน และควรมีการประเมินผลการ
ดำเนินงานตามแผนกลยุทธ์ทางโรงเรียนทุกระยะอย่างต่อเนื่อง

The objectives of this research were to study and compare the level of operation in accordance
with the strategic plan of educational institutions in terms of current status and size, as a whole and
individual aspects, and to study the recommendations on the operation in accordance with the strategic
plan of the municipal schools under the 10th local education group. The sample consisted of 105
persons selected by the simple random sampling method. The instruments used for data collection was
a rating-scale questionnaire, having the reliability value of.981. The statistics used to analyze data
included percentage, mean and standard deviation. t-test and F-test (One-way ANOVA) were used for
hypothesis testing. Scheffe’s method was used for Paired tests.
The results were found as follows:
1. The operation in accordance with the strategic plan of the municipal schools under the 10th
local education group, on the whole and each aspect was at the high level.
2. The opinions on the operation in accordance with the strategic plan of administrators,
teachers and the chairpersons of the basic education committee on the whole were not different. But it
was found that in the planning stage, the opinions were different at the statistical significance of .05
level. The administrators and the chairpersons expressed their opinions at a level higher than ones of
the teachers who were responsible for implementing the strategic plan.
3. There was no difference on the level of implementation in accordance with the strategic
plan between the large schools and the small schools, on the whole and by individual aspects.
4. The recommendations on the operation in accordance with the strategic plan of the
municipal schools under the 10th local education group were that in the planning stage, the schools
should encourage more participation from the community and the school personnel should get involved
in analyzing the current situations of the school. In the implementation stage, the personnel and
stakeholders should adhere to the principle of teamwork. In the evaluation stage, the evaluation results
of the operation should be made known to the personnel and stakeholders. In addition, the school
should provide instruments for following up the implementation of the plan and the evaluation on the
school strategic plan should be carried out periodically and continuously.
