บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์ ประการแรก เพื่อศึกษาสภาพปัจจุบันการมีส่วนร่วมของคณะกรรมการสถานศึกษา
ขั้นพื้นฐาน ในการบริหารโรงเรียนเนินลาดวิทยา สังกัดสำนักงานเขตพื้นที่การศึกษากาฬสินธุ์ เขต 2 และประการที่สอง เพื่อศึกษา
ผลการพัฒนาการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารโรงเรียนเนินลาดวิทยา สังกัดสำนักงานเขต
พื้นที่การศึกษากาฬสินธุ์ เขต 2 โดยวิธีวิจัยแบบผสานวิธี ใช้กลยุทธ์การมีส่วนร่วมอย่างสร้างสรรค์ (AIC) และโดยการจัดประชุม
เชิงปฏิบัติการ มีกลุ่มผู้ให้ข้อมูล ได้แก่ ข้าราชการครู ผู้ปกครองนักเรียนโรงเรียนเนินลาดวิทยา ตัวแทนนักเรียน รวมทั้งสิ้น
จำนวน 65 คน โดยให้ข้อมูลสภาพปัจจุบันการมีส่วนร่วมของคณะสถานศึกษาขั้นพื้นฐาน โรงเรียนเนินลาดวิทยา ใน 4 ด้าน ได้แก่
ด้านการบริหารวิชาการ ด้านการบริหารงบประมาณ ด้านการบริหารงานบุคคล ด้านการบริหารทั่วไป เครื่องมือที่ใช้เก็บรวบรวม
ข้อมูล ได้แก่ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบน
มาตรฐาน และพรรณนาวิเคราะห์ ผลการวิจัยพบว่า
1. สภาพปัจจุบัน การมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารโรงเรียนเนินลาดวิทยา สังกัด
สำนักงานเขตพื้นที่การศึกษากาฬสินธุ์ เขต 2 พบว่า โดยภาพรวมมีการดำเนินงานอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน
พบว่า อยู่ในระดับปานกลางทุกด้าน ได้แก่ ด้านการบริหารทั่วไป ด้านการบริหารงานบุคคล ด้านการบริหารวิชาการ และด้านการ
บริหารงบประมาณ
2. ผลการพัฒนา การมีส่วนร่วมในการบริหารโรงเรียน ของคณะกรรมการสถานศึกษาขั้นพื้นฐาน เน้นกระบวนการมี
ส่วนร่วมเชิงสร้างสรรค์ (AIC) และการประชุมเชิงปฏิบัติการเป็นหลัก มีขั้นตอนในการดำเนินงาน คือ คณะกรรมการบริหารสถาน
ศึกษาขั้นพื้นฐาน ได้ร่วมกันกำหนดแนวทางปฏิบัติ จัดหาเครื่องมือที่ใช้ในการจัดกิจกรรม ตามมาตรฐานที่ 14 สถานศึกษาส่งเสริม
ความสัมพันธ์และความร่วมมือกับชุมชนในการพัฒนาการศึกษาของ สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา ซึ่งผลการจัดกิจกรรม ทำให้คณะกรรมการสถานศึกษาขั้นพื้นฐาน มีส่วนร่วมในการบริหารโรงเรียนเพิ่มขึ้น ซึ่งจะนำไปสู่ความเข้าใจ
และความผูกพันที่ดี ระหว่างโรงเรียนและชุมชนต่อไป

The purposes of this research were to study the current situation of the basic education
committee’s participation in the administration of Noen Lad Witthaya School, under Kalasin Educational
Service Area Office 2 and to study the level of participation of the basic education committee in the
school administration. This research was conducted using a mixed method including the constructive
participation (AIC) and workshops. The sample included 65 persons; namely, teachers, students’
guardians and student representatives. The information required was classified into four administrative
aspects: academic, budget, personnel and general affairs. The research instruments used for data
collection were a questionnaire and an interview. The data were analyzed by means of percentage,
mean, standard deviation and descriptive analysis.
The findings were as follows :
1. The participation of the basic education committee in the administration of Noen Lad
Witthaya School, under Kalasin Educational Service Area Office 2, as a whole and individual aspects
was rated at a moderate level; namely, academic, budget, personnel and general affairs administration.
2. Concerning the basic education committee’s participation in administration, the tasks were
emphasized on having constructive participation (AIC) and workshops. The committee provided specific
guidelines and instruments for organizing activities, as designated in Standard 14 : Promotion of
relationship between school and community for educational development of the Office for National
Educational Standards and Quality Assessment (Public Organization). The results showed that the
basic education committee gave more participation in school administration leading to more mutual
understanding and friendly relationship between school and community.
