ปัญหาและแนวทางแก้ไขปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย จังหวัดสิงห์บุรี Problems and Guidelines for Solving Problems in Internal Quality Assurance Performances under Singburi Provincial

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ ประการแรก เพื่อศึกษาปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษา และประการที่สอง
เพื่อศึกษาแนวทางการแกไ้ ขปญั หาการดาํ เนนิ งานประกนั คณุ ภาพภายในสถานศกึ ษา สงั กัดสาํ นกั งานสง่ เสรมิ การศกึ ษานอกระบบ และ
การศึกษาตามอัธยาศัยจังหวัดสิงห์บุรี ประชากรที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา ครูผู้รับผิดชอบงาน ประกันคุณภาพภายใน
สถานศึกษาครูผู้สอน และบุคลากรทางการศึกษาอื่น จำนวน 160 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม และแบบสัมภาษณ์
ผลการวิจัยพบว่า
1. ปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานส่งเสริมการการศึกษานอกระบบและการศึกษา
ตามอัธยาศัยจังหวัดสิงห์บุรี ในภาพรวมมีปัญหาอยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายด้าน พบว่า มีปัญหาอยู่ใน ระดับปานกลาง
เช่นกัน แต่ด้านที่มีค่าเฉลี่ยของปัญหาสูงสุด คือ ด้านการรายงานผลการประเมินตนเอง
2. แนวทางการแก้ไขปัญหาการดำเนินงานประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานส่งเสริมการศึกษานอกระบบ
และการศึกษาตามอัธยาศัยจังหวัดสิงห์บุรี จากผลการศึกษา พบว่า ควรมีการอบรมคณะกรรมการประเมินคุณภาพภายใน สถานศึกษา
ให้มีความรู้ ความเข้าใจในการเขียนรายงานการประเมินตนเอง เป็นอันดับแรก

The objectives of the study were to investigate problems and seek guidelines for solving problems in
the internal quality assurance of Singburi Provincial Office of the Non-formal and Informal Education. There
were 160 subjects participating in this study, consisting of educational institution administrators, teachers
responsible for internal quality assurance, instructors, and educational personnel. The instruments used to
collect data for this study were a rating-scale questionnaire and an interview form.
Findings of the study indicated that 1) the overall opinion toward problems in internal quality assurance of Singburi Provincial Office of the Non-formal and Informal Education was found at the moderate level, and
the three specific aspects of the problems in internal quality assurance of Singburi Provincial Office of the
Non-formal and Informal Education were also at the moderate level, with the problem regarding self-assessment
report found with the highest mean; 2) Regarding guidelines for solving problems of internal quality assurance
of Singburi Provincial Office of the Non-formal and Informal Education, the committees of internal quality
assurance should be first trained to have better knowledge and understanding of self-assessment reports.
