Abstract
The purposes of the current study were 1) to study components of core competencies of students as the
ASEAN citizens. 2) to study current situation of core competencies of students as the ASEAN citizens. 3) to
develop the model for core competencies development for students as ASEAN citizens, and 4) to investigate
the effectiveness of the developed model in core competencies development for students as the ASEAN
citizens.
The study was divided into 4 phases. Phase 1 investigated components of core competencies of students
as ASEAN citizens. The participants were 385 Rajabhat Maharakham University students from 7 faculties of
all years in the first semester of 2015 academic year.. The research instruments was a questionnaire with the
purpose to survey core competencies of students as ASEAN citizens The reliability of the questionnaire was
found at 0.963, and the discrimination was found between .257-838. The exploratory factor analysis was
employed in data analysis. Phase 2 students current situation of the core competencies of students as
ASEAN citizens. The participants were different 385. Rajabhat Maharakham University students from 7 faculties
of all years in the second semester of 2015 academic year. The research instrument was a questionnaire
with the purpose to survey current situation of the core competencies of students as ASEAN citizens. The
reliability of the questionnaire was found at 0.930, and the discrimination was found between .257 – 704 in
phase 3. the model of ASEAN citizen core competencies development was developed. The model was
evaluated by experts and used with the 28 participants who were not included in the first 2 phases. Phase 4
investigated effectiveness of the developed model in ASEAN citizen core competencies development. The
participants were 30 students in Mathematics major students in the first semester of the 2016 academic year.
The instrument was the evaluation form for core competencies of ASEAN citizens. The statistics used in data
analysis were percentage, mean score, and standard deviation
The results of the study
1. The result of the study found that 5 components divided into 21 subcomponents were core competencies
of students as ASEAN citizens which were 1) competency in ASEAN citizen skills comprising of 4
subcomponents. 2) competency in ASEAN conscious comprising of 4 subcomponents, 3) competency in
ASEAN knowledge comprising of 5 subcomponents, 4) competency in coexistence comprising of 3 subcomponents,
and 5) competency in collective responsibility comprising of 3 subcomponents.
2. The result of the study found that core competencies of the students as ASEAN citizens at the current
situation was found at the average level Considering of each aspect, it was found that collective responsibil-
ity was the core competency found in the highest level of the current situation while competencies in coexistence,
ASEAN citizen skill, and ASEAN conscious followed respectively.
3. The model of ASEAN citizen core competency development consisted of 16 learning units in 5
stages which were orientation, stages 1 - knowledge sharing comprising of 5 learning unit, stage - process
of awareness contribution comprising of 5 learning units, stage 3 - practicum comprising of 4 learning units,
and stage 4 evaluation and conclusion - comprising of 1 learning unit
4. The result of the study found that the overall development of ASEAN citizen core competencies of
students learning with the developed model was found at the average level before the treatment After learning
with the model the ASEAN citizen core competencies of students were developed to high level. Considering
of each aspects, it was found that the highest to the lowest developed competencies were 1) collective
responsibility. 2) ASEAN citizen skills. 3) ASEAN conscious, and 5) ASEAN knowledge respectively.
