Abstract

The purposes of the research were to conduct a survey on the opinions of the municipality offers towards
tcore competencies in the personnel administration of Maha Sarakham Provincial Municipality, Muang District,
Maha Sarakham Province, to compare the opinions of the municipality offers towards the core competencies
in the personnel administration of Maha Sarakham Provincial Municipality regarding gender, age,
educational background, and work position. The samples were 187 officers of Maha Sarakham Provincial
Municipality, Muang District, Maha Sarakham Province. The Taro Yamane method was employed for
calculating the sample size. The instrument was a questionnaire with .73 reliability index. The statistics used
were the percentage, mean, standard deviation, frequency and the F-test.Least Significant Different(LSD) was
used for hypothesis testing at the .05 level of the statistical significance.
Results of the research are as follows:
1. The research findings showed that the overall opinion of the officers towards the core competencies in
the personnel administration of MahaSarakham Provincial Municipality, Muang District, MahaSarakham
Province was at a high level. Five high rated items of the core competencies were morality based
administration, team work, excellent services, achievement based administration and understanding the
organization and work system.
2. The findings indicated that the overall opinion of the officers towards the core competencies in the
personnel administration of MahaSarakham Provincial Municipality, Muang District, MahaSarakham Province
regarding the different genders, ages, educational background and work positions was significantly different.
3. In conclusion, the study suggests that the major goal of the organization should be established clearly with
the operational plan and appropriate working staff. The officers should be encouraged to work intentionally for
the organization. The knowledge and professional skills of the officers should be developed continuously.
Technology should be used to improve a work system of the organization. The organization should focus on
friendly and kind services for the public. Lastly, the team work should be promoted to all officers of the
organization.
