New Public Management Paradigm: Government Reform Approach

Abstract
Public Administration Paradigm has moved and developed for several paradigms especially New Public
Management (NPM) led to change the Public Administration vastly. NPM is foundations from many theories
such as Economics theory, Public Choice theory, New-institutional economics theory, Agency theory,
Transaction cost economics theory, Managerialism theory and Participatory democracy theory. These led to
occurrence of state model for four; Market government, Participatory state/government, Flexible government
and Deregulated government.
