The Developing Model for Working Efficiency of Local Organization Government Officers Working in Sub District Administration Organizations in Udon Thani Province

Abstract

The purposes of the current study were 1) to investigate factors affecting working efficiency of local organization government officers working in sub district administration organizations in Udon Thani province, 2) to develop a model for enchanting working efficiency of local organization government officers working in sub district administration organizations in Udon Thani province, and 3) to implement the model for enchanting working efficiency of local organization government officers working in sub district administration organizations in Udon Thani province. The population were 2,187 government officers working in sub district admiration organizations in Udon Thani province. The samples were 329 personnel working in sub district administration organizations in the area selected by Smith’s (2015) method. Research hypothesis was tested by Structural Equation Modeling (SEM) and Pearson Correlation Coefficient using LISREL software. The instrument was a set of questionnaire. The samples in qualitative process of study were 21 scholars, experts, and accomplices selected by purposive sampling method. The participants in the empirical phase were 15 government officers working in Nong Nakhum sub district administration organization, Meaung district, Udon Thani province. MANOVA was employed in data analysis. The study were divided into          3 phases as follows.


                        Phase 1 aimed to investigate factors affecting working efficiency of local organization government officers working in sub district administration organizations in Udon Thani province. The result of the study indicated that there were 5 factors that affected the working efficiency of the personnel including leadership (DE= 0.27), working atmosphere (DE= 0.18), emotional intelligence (DE= 0.15), good membership (DE= 0.06)  , and role and responsibility (DE= 0.01). Meanwhile, teamwork DE= -0.07) was found not affecting working efficiency with Determination of 31       ( gif.latex?R^{2}= 0.31).


Phase 2 focused on developing a model for enchanting working efficiency of local organization government officers working in sub district administration organizations in Udon Thani province employing data gain from phase 1. A workshop was held to discuss the possibility of the model. The result showed that the developed model should be designed in a training curriculum having 10 activities including 1) good membership behaviors, 2) working with leadership, 3) directions of leaders, 4) good membership, 5) 5 standards of working, 6) 5 working atmosphere contribution activities, 7) expectations, 8) self-awareness, 9) brainstorming and trees of thoughts, and 10) role play activities. The activities were reviewed and implemented in phase 3.  


                        Phase 3 aimed to investigate the effectiveness of the developed model on local organization government officers’ working efficiency in sub district administration organizations in Udon Thani province. Leadership, working atmosphere, emotional intelligence, good membership, and role and responsibility were the focuses of the investigation. The result of the study indicated that there was a significant difference between working efficiency of the participants at the statistical level of .05. The average working efficiency after being treated with the developed model was higher that the working efficiency prior to the treatment. It could be implied that the developed model positively affected working efficiency of government officers working in sub district administration organizations in Udon Thani province.
