The Proposal of Policy on Development for Human Resources In the Central Part of Vietnam

Abstract

The purposes of this research were: 1) to study information and contexts of educational management used to determine the Nakhon Phanom University’s policy proposal on human resource development in the central part of Vietnam and concerned educational organizations, 2) to analyze and synthesize current information which will be used to determine the policy framework to develop human resources in the central part of Vietnam appropriately and feasibly. The target groups and sample in this research composed of 1)  a group of 4 academicians and school administrators in Vietnam to be interviewed on educational and vocational perspectives of Vietnamese students, 2) a group of  26 administrators and teachers from vocational schools and institutes in the central part of Vietnam, who were the target group for interviews, 3) the groups of 18 parents and students from 4 families, 2 workers from a private company, and 3 officials and a director from the job center in Hatinh City, 4)  a group of 20 secondary school teachers and 32 secondary students who responded to the questionnaire about needs for studying and working after finishing secondary schools and high school levels. The research instruments consisted of: 1)  an interview form requesting for academicians’ and school administrators’ perspectives,  2) an interview form for the groups of  administrators and teachers from vocational schools and institutes, 3)  interview forms for groups of parents and concerned individuals involving the needs for the students’ study in higher levels and employments,  4) an interview form for the director and the personnel in the students’ employment center, and private company’s workers involving their continuing of studies and choices of careers after the secondary school level, and 5) questionnaires for teachers, administrators, and secondary school students requesting information on the students’ needs regarding continuing of studies and careers after finishing the secondary level. The information obtained was analyzed using percentage, mean and standard deviation.


     The research results revealed that:


  1. more secondary school students in Vietnam wanted to go to university or higher education institutes rather than study in vocational institutes or immediately begin looking for jobs. In addition, the students were interested in studying in the fields of engineering and technology more than other fields. Also, they wanted to study in other high professional fields, which were consistent with the growth of economic and social needs of Vietnam. However, those students who are lacking opportunity for studying in university went to other vocational fields to seek for a job in the private sector in Vietnam, whereas a few students might have the opportunity to acquire more working skills and were able to work in strong economic-growth countries in Asia. The overall picture was that the students wanted to seek for opportunity by themselves rather than depend on family support. Besides, if they could continue their study in Thailand, they wanted to be supported for part of the basic necessities.

     2. the framework of policy proposal for appropriate and feasible human-resource development in the central part of Vietnam should be comprised of the following components: a) the essence of principle and rationale in developing the policy, b) the purpose of policy proposals, c) the components of policy proposals and supporting concepts, d) the guidelines for implementing of policy proposals, and e) The limitations and guidelines for evaluating policy proposals. Each of the elements of policy proposals can be improved or adjusted making it consistent with the conditions, factors, and contexts existing in the organizations in Nakhon Phanom University and Vietnam. Especially, the implementation of putting the policy proposals into practice in real situations should consider essential factors in the sense that both parties should have mutual understandings and be able to be adjusted suitably and consistently with socio-economic context, needs, alternatives, and limitations of the students and concerned organizations.
