The Practice Development Model of Mission Transfer to Local Administration under the Roi-Khaen-Sara-Sin Province Cluster

Abstract
The purpose of the research were to study factors effecting the practice development of mission transfer
to local administration under the Roi-Khaen-Sara-Sin provincecluster, to study level success of mission transfer
to local administration under the Roi-Khaen-Sara-Sin province cluster, and to design the practice development
model of mission transfer to local administration under the Roi-Khaen-Sara-Sin province cluster. The mixed
research methodology was divided into two phases. Phase 1 : The quantitative research was used for the study.
The population was 258 local administrations, consisting of Chief executives, Chief administrators and chief
of the office or officers from local administrations. The samples were 744 persons. The Taro Yamane method
was employed for calculating the sample size, stratified sampling. The instrument was questionnaire 5 level
with the alpha coefficient was 0.95.The descriptive statistics used were frequency, percentage, mean, and
standard deviation. Pearson Correlation Analysis and Multiple Linear Regression Analysis were employed for
the study with the .05 level of statistical significance.Phase 2 : The qualitative research was used for the study.
Twenty- onetarget personsconsisted of experts, executive officers oflocal administrations. They were selected
by the purposive random sampling technique. Brain storming discussion was employed for the research.
Analytic Introduction method was employed for content analysis content description and interpretation.
The results of the study were : 1) The study showed that the factors affecting on success for the practice
development of mission transfer to local administration organization under the Roi-Khaen-Sara-Sin province
cluster was at good level sort from high to low as follows : personneldevelopmentcontinuation factor, the
culture ofteamand participationfactor, people participation factor, the lowest were material management
factor and politic promotion factor. 2) The study showed that the level to success for the practice development
of mission transfer to local administration organization under the Roi-Khaen-Sara-Sin province cluster was at
middle level sort high to low as follows : regulations community arrangement, social, and peace preservation,
and natural resources and environment management, and encourage the quality of life. The lowest was art
and culture, tradition, and wisdom. 3) The competent factors significantly affecting on success for the practice
development of mission transfer to local administration organization under the Roi-Khaen-Sara-Sin consisting
of: material management factor, politic promotion factor, the readiness ofthetechnology factor, and having
criterion supports work distinct practice. The regression coefficient indices of T score were .252, .158, .182,
.130, and .139 respectively. The regression coefficient indices of Z score were .032, .029, .037, .035, and
.039 respectively. The percentage of the prediction of competencies was 50.80% (R = 0.508, F = 158.548).
The factors positively affected the practice at the .01 level of the statistical significance. 4) The practice
development of mission transfer to local administration under the Roi-Khaen-Sara-Sin province cluster was
found that : (4.1) Policy Dimension including Mission transfer must be agree budgets, the mission transfer
must be reality, the development correspond necessity of people, the budgets with the mission,performancebased
budgetingsystem development, and Laws adjust to modernly in could practice. (4.2) Personnel
Dimension including Local personnel development, The local executives vision development, Solve the
system supports, Must consider the feeling of the executors, and Develop encourage the progress of the
personnel. (4.3) Procedure Dimension including Must the integration and every side where relate, there
is the administration likes to participation in, the administration likes to are bound for the achievement,
allocate the budget must correspond organization area local administration. (4.4) Part People Dimension
including Must be the cooperation from people, emphasize participating of people, develop person-develop the
quality of life of people, build the conscious gives people has mind volunteers, and the development
correspond necessity requirement of people.
