The Development of Life and Career Skills Training Program for Teacher in 21st Century for School Under the Secondary Education Service Area Office 26

Abstract
The proposes of this research were 1) to study the elements and indicators of professional skills for teacher
in 21 century under office of the Secondary Education Region 26. 2) to study the current characteristics and
the methods to enhance professional skills for teacher in 21 century under office of the Secondary Education
Region 26 and 3) to develop the program for enhancing professional skills for teacher in 21 century under
office of the Secondary Education Region 26. This research was separated into 3 phases. Phase 1) evaluate
the elements of leading teacher by 5 experts. The research instruments were evaluation form. Phase 2) the
sample group were 320 teachers in office of the Secondary Education Region 26 by using the technique
of Stratified Random Sampling research instruments were questionnaires. And phase 3) evaluating the
suitability and possibility of program by 9 experts the research instruments were evaluation form. The
statistics for analyzing data included index of item objective congruence (IOC), percentage, mean, standard
deviation, Pearson correlation coefficient, Cronbach’s alpha coefficient and priority need of index (PNIModified).
The results of the study revealed as the following:
1. The indicators and elements of professional skills for teacher in 21 century consisted of 31
indicators and 5 elements which are 1) flexibility and adaptability skills, 2) creativity and self-improvement
skills, 3) social and cross cultural skills, 4) builder or Producer Skills and 5) leadership and responsibilities
skills. The methods to enhance professional skills for teacher in 21 century included 1) self-learning, 2)
training, 3) teaching and mentoring, 4) learning from doing and 5) the exchange of learning.
2. The current characteristics of professional skills for teacher in 21 century were at moderate level, and
the desirable characteristics of teacher in 21 century average were at highest level.
3. The program for enhancing professional skills for teacher in 21 century under office of the Secondary
Education Region 26 included principles and rationale, purposes, content framework, methods of media
development and measurement and evaluation. The program for enhancing professional skills for teacher in
21 century suitability and possibility average were at highest level.
