Development Guidelines for Three-Year Development Plan : Case study of Non Nam Klieng Sub-district Municipality, Sahatsakhan District, Kalasin Province

Abstract
The purposes of this research were 1) to study the level of participation in the three-year development plan, 2) to consider the problems of operating the three-year development plan, and 3) to find the guidelines to develop the three-year development plan. The population and sample group used in this study were 70 people who involved in the preparation of the three-year development plan of Non Nam Klieng Sub-district Municipality, Sahatsakhan District, Kalasin province. Use social research methods by using questionnaires and focus group discussion technique.
The research result were found that 1) Level of participation in preparing the three-year development plan the most was to participate in coordination between the community and the municipality 61.43%, followed by participating to determine the success indicators of the three-year development plan 52.86%. The least was to participate in the proposed plan and to receive a detailed description of the plan 50.00%. 2) The problems of preparation three-year development plan were as follows: budget needs for village development, information perception of the project, the committee involved was not aware of the roles, duty, and knowledge of the procedures and procedures for developing the plan, village leaders have no knowledge of their roles and duty in preparing plan, and lack of participation and inspection the procurement. 3) The development guidelines for the plan should be held during the evening or getting dark, information on the operation or invitations to participate in the program or activities should be done regularly, and focus on the urgent needs of the community.
