A Guidline of Performance-based Human Development of Subdistrict Municipality Personnelin Dong Lunag District, Mukdahan Province.

Abstract
The purposes of the research were; 1) To explore the condition of human development of Subdistrict Municipality personnel in Dong Luang District, Mukdahan Province and 2) to explore the guideline of performance-based human development of Subdistrict Municipality personnel in Dong Luang District, Mukdahan Province. The population in the study was 112 personnel from 3 subdistrict municipality in Dong Luang District. The study was conducted using social sciences research methodology. The study was a quantitative study and the data was gathered and analyzed using in – depth interviews. A newly designed questionnaire was used as the data gathering tool. The questionnaire,s value of the Index of Item-Objective Congruence (IOC) was 0.89
The result revealed that 1) the condition of human development of Subdistrict Municipality personnel in Dong Luang District, Mukdahan Province as categorized in 6 categories were in high level for 4.16% 2) The guideline of performance-based human development of subdistrict municipality personnel in Dong Luang District,Mukdahan Province in the 6 categories included; (1) Achievement Motivation, that one should work meticulously, carefully and pay attention in checking for the accuracy of the work every time, (2) Integrity, that one should work above – board with honesty and can be investigated, (3) Organization and Process Understand ding, that one applies the use of technology in the work for faster results, (4) Service Excellence, that one should provide services with a service mind and a polite friendly manner, (5) Teamwork, that there is cooperation between organizations and departments, and (6) T raining, that there is an adequate provision of expenditure for required trainings.
