Guidelines For Development Of Strategic Leadership Of School Administrators Under Roi-Et Primary Educational Service Area Office 1

Abstract
The objectives of this research were: 1) to investigate the existing situation and desirable situations, and the needs to Development of Strategic Leadership of School Administrators and 2) to study Guidelines for Development of Strategic Leadership of School Administrators under Roi-et Primary Educational Service Area Office 1. The mixed methods research was employed, which divided into two phases: Phase 1: investigating of the existing situation and desirable situations, and the need to Development of Strategic Leadership of School Administrators. The sample groups were 321 school administrators and teachers, Research instruments were rating scale. Phase 2: Guidelines for Development of Strategic Leadership of School Administrators. The study involved interviewing 5 best practices of school administrators, and 5 experts to evaluate the Guidelines. And Statistical used to analyze data were mean, standard deviation, and the modified priority needs index.
The research results were: 1) Existing situation and desirable situation of Strategic Leadership of school administrators in overall was at a height level and highest level. The priority need to Guidelines for Development of Strategic leadership of school administrators were ranked from high to low: vision setting, Expectations and the creation of future opportunities, Revolutionary Thinking, Higher-Order Thinking Skills and Ability to incorporate various factors into strategy development respectively. 2) Guidelines for Development of Strategic Leadership of School Administrators consisted of five components as follows: 1) Vision Setting: with 4 guidelines. 2) Ability to incorporate various factors into strategy development: with 3 guidelines. 3) Expectations and the creation of future opportunities: with 3 guidelines. 4) Revolutionary Thinking: with 3 guidelines. 5) Higher-Order Thinking Skills: with 4 guidelines. and the evaluation results of the guidelines evaluation of appropriateness and feasibility at the highest level.
