Urban Infrastructure Preparedness for Urban Expansion: Case Study of Ban Kho Subdistrict Municipality, Khon Kaen Province

Abstract

     This research aimed to 1) study the preparedness of urban infrastructure to accommodate urban sprawl; 2) analyze the management potential of infrastructure to accommodate urban sprawl; and 3) suggest guidelines for improving and developing sustainable infrastructure. This study employed qualitative methods. Data were collected through in-depth interviews with 10 key informants, consisting of stakeholders and local residents. Informants were selected using purposive sampling based on predefined characteristics. The key informants comprised two groups: 5 public-sector representatives, including municipal administrators and heads of government agencies with decision-making authority and responsibilities for policy formulation and infrastructure development; and 5 community representatives, consisting of community leaders in urban fringe areas directly affected by the expansion and development of Khon Kaen City. Data were analyzed using content analysis. The finding revealed that: 1) Ban Kho Subdistrict Municipality is facing rapid urban sprawl driven by Khon Kaen’s urban core, leading to a shift from agricultural land use to residential and commercial land use and a steady population increase. Currently, the municipality has established a local development plan that prioritizes transportation infrastructure in order to connect communities to the urban system. 2) In terms of administrative capacity, the municipality demonstrates readiness in policy implementation and annual budget allocation aligned with its strategic development plan. However, it still faces budget constraints and challenges in coordinating with provincial agencies responsible for basic public utilities. Therefore, urgent preparation is required. 3) Sustainable development guidelines consist of five key aspects: 1) upgrading road standards and transportation networks 2) expanding water supply services 3) improving the electricity systems 4) developing drainage systems and 5) strengthening support systems for disadvantaged groups.
