รูปแบบการดำเนินงานศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด The Development of TE R&D Administration Model for Vocational Provincial Commission

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบและศึกษาความคิดเห็นของผู้เกี่ยวข้องต่อรูปแบบการดำเนินงานศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด ให้เป็นแหล่งสนับสนุนการวิจัยในระดับจังหวัด โดยใช้ระเบียบวิธีการ
วิจัยแบบวิจัยและพัฒนากลุ่มตัวอย่างในการวิจัยครั้งนี้ ใช้วิธีการเลือกแบบเจาะจง ประกอบด้วย รองผู้อำนวยฝ่ายวิชาการและหัวหน้างานวิจัยของสถานศึกษา สังกัดอาชีวศึกษาจังหวัดชลบุรี สำนักงานคณะกรรมการการอาชีวศึกษา จำนวนทั้งสิ้น 16 คน โดยใช้วิธีการ
สัมมนากลุ่ม และแสดงความคิดเห็นในแบบสอบถาม ซึ่งได้รับกลับคืนมาจำนวน 14 ชุด คิดเป็นร้อยละ 87.50 ของกลุ่มตัวอย่างผู้วิจัยได้นำข้อมูลมาวิเคราะห์โดยการแจกแจงความถี่ คำนวณหาค่าร้อยละ ค่าคะแนนเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการ
วิจัยพบว่าในด้านปณิธาน วิสัยทัศน์ พันธกิจ วัตถุประสงค์ โครงสร้างและหน้าที่ของคณะกรรมการชุดต่างๆ ที่ผู้วิจัยพัฒนาขึ้นผู้เชี่ยวชาญมีความคิดเห็นที่สอดคล้องว่ามีความเหมาะสมดี และในด้านรูปแบบการดำเนินงานศูนย์วิจัยและพัฒนาเทคนิคศึกษา
ระดับอาชีวศึกษาจังหวัด จำนวน 9 รายการ ผู้เชี่ยวชาญมีความคิดเห็นต่อขั้นตอนการดำเนินงานอยู่ในระดับมากที่สุดจำนวน2 รายการ ได้แก่ การติดตามงานวิจัยของศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด และการประเมินผลโครงการ
ศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด ส่วนอีก 7 รายการ ผู้เชี่ยวชาญมีความคิดเห็นอยู่ในระดับมากส่วนด้านรูปแบบการดำเนินงานศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด ในแต่ละส่วน ส่วนใหญ่
ผู้เชี่ยวชาญมีความเห็นด้วยว่าขั้นตอนของการดำเนินงานในแต่ละรายการมีความเหมาะสมจำนวน 6 รายการ และมีความเห็นด้วยอย่างยิ่งและเห็นด้วยเท่ากันจำนวน 2 รายการ ได้แก่ การติดตามงานวิจัยของศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษา
จังหวัด และการประเมินผลโครงการศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด นอกจากนี้ผู้เชี่ยวชาญมีความคิดเห็นด้วยอย่างยิ่งต่อขั้นตอนการดำเนินงานของศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด จำนวน
1 รายการ คือ การพิจารณาหัวข้องานวิจัยของศูนย์วิจัยและพัฒนาเทคนิคศึกษา ระดับอาชีวศึกษาจังหวัด โดยสรุปสามารถนำรูปแบบนี้ไปดำเนินการต่อไปได้

The purposes of this research are to develop a model and investigate the opinion of involvedpersons about research development center operation model as a research fund support in theprovincial vocational education level. This research is based on the Research and Development
method.The Sampling group in this research were selected through purposive sampling method
including 16 academic vice-directors and chief researchers of Chonburi, Vocational EducationCommission, by using the focus group method and questionnaire. The number of returned
questionnaire was 14 sets or 87.50% of the sampling group. Frequency distribution, mean and standard
deviation were used to analyze the collected data.
The experts agreed on the suitability of the determination, vision, mission, objective, structureand duty of the committee, which were developed by the researcher. Among 9 items of the model of theTE+R&D operation, the experts identified 2 items as being in the very good level. These two items were
the follow up report and research evaluation report of researcher incubation development center. Theother 7 items were specified in the good level. Regarding each part of the operation model, it was foundthat the experts reported 6 operation items being suitable; and agreed and completely agreed on the 2
items on the research - follow up report and research evaluation report of researcher incubationdevelopment center. Furthermore, the experts extremely agreed with the operation procedure of
researcher incubation development center on 1 item: consideration of research topics of researcher
incubation development center. It can be concluded that this model can be further developed and applied.
