ห้องสมุดมีชีวิต : แหล่งเรียนรู้กฎหมายเพื่อปวงชน สำนักวิทยบริการ มหาวิทยาลัยราชภัฏมหาสารคาม The Living library Project : People’s Legal Resources Academic Resources Center Rajabhat Mahasarakham University

Abstract

เพื่อการพัฒนาระบบห้องสมุดมีชีวิตด้านกฎหมายสำหรับนักศึกษามหาวิทยาลัยราชภัฏมหาสารคาม และประชาชนสร้างเครือข่ายการเรียนรู้ด้านกฎหมายสำหรับประชาชน และเพื่อประชาสัมพันธ์ระบบห้องสมุดมีชีวิตด้านกฎหมายให้แก่นักศึกษา
และประชาชนทั่วไป ตลอดจนประเมินผลระบบห้องสมุดมีชีวิตวิธีวิจัยใช้วิธีวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ผลการวิจัยพบว่าระบบห้องสมุดมีชีวิตด้านกฎหมายมีการจำแนกการบริหารงานออกเป็น 3 ส่วน คือ ส่วนที่ 1 งานห้องสมุดกฎหมายที่มี
การจัดบริการในรูปแบบต่างๆ หลายอย่าง เช่น บริการสื่อสารสนเทศด้านกฎหมายทั้งในรูปแบบสื่อสิ่งพิมพ์ สื่อโสตทัศนวัสดุ และสื่ออิเล็กทรอนิกส์ มีบริการยืม-คืน บริการตอบคำถามและประสานงานกฎหมาย เว็บไซต์กฎหมาย http://arcm.rmu.ac.th/laws
ส่วนที่ 2 คือ งานห้องสมุดเคลื่อนที่มีกิจกรรมหลายอย่าง เช่น บริการห้องสมุดสู่ชุมชน ตอบปัญหากฎหมาย จดหมายข่าว คู่มือกฎหมาย ส่วนที่ 3 งานเผยแพร่และส่งเสริมการเรียนรู้กฎหมาย ผลการประเมินผลระบบห้องสมุดมีชีวิตด้านกฎหมายพบว่า
ผู้ใช้บริการทั้งสองกลุ่มมีความพึงพอใจในผลลัพธ์ที่เกิดขึ้นในด้านของสารนิเทศ กิจกรรมและการบริการอยู่ในระดับมาก ปัญหาอุปสรรคของการดำเนินงาน คือความต่อเนื่องในการบริการในส่วนของห้องสมุด

The purposes of this study were to develop the system of a living library in law for Rajabhat Maha Sarakham University students and the people who live in Wangnang Sub-district, Muang District, MahaSarakham Province, to construct learning network on law for all, and to distribute this project to the public
including to evaluate the living library project. The study was conducted by using participatory action.
The finding indicated that living library in law was classified in 3 sections. The first section provided
available law printed materials, A-V materials and electronics resources (law databases and CD-Rom
databases). There were book loan services, question and answer services, a law co-operation center, and
the law library website (http://arcm.rmu.ac.th/laws). The second section provided a mobile library which
has variety functions including community library service, a law clinic, a newsletter, and a law manual.
The third section provided for the information distribution and law learning promotion. The results of the
assessment of the living library revealed that the respondents both the students and the people were very
satisfied. The operation of the project should continue.
