Abstract
The Coastal Erosion Prevention Strategy of the Executive Leaders in the Coastal Areas of the Upper Gulf of Thailand in 2013
The objectives of the study on the Coastal Erosion Prevention Strategy of the Executive Leaders in the Coastal Areas of the Upper Gulf of Thailand were as follows: 1) to identify the coastal erosion prevention strategy to sustain the stability of Natural Resources and Environmental Service Areas of Bangkok and Samut Prakan Province, 2) to analyze the concept and opinion on the leadership and on the strategy for the coastal erosion prevention service areas of Bangkok and Samut Prakan Province, and 3) to present the sustainable model on the coastal erosion prevention strategy of the provincial executives and local leaders as suitable for future world climate change. The study employed both the qualitative and quantitative research methodologies. The findings revealed that with regard to the erosion prevention strategy relating to the coastal areas in the upper gulf of Thailand, the executive leaders, both at the national and local levels, the performances, in the past and up to the present, in conducting the coastal erosion prevention strategy had profoundly shown the lack of visionary leadership, managerial inefficiency, low technical knowhow, bureaucratic red-tape, narrow-minded in terms of civic participation and unfriendly malpractices in dealing with the community stakeholders. Therefore, the “Proposed Model” of this dissertation can be summed up as the following: from “the Local Ingenuity Coastal Protectors” to “the Community-Wise Hi-Technological Mechanization Beach Champions.”
