Abstract

เครือข่ายขบวนที่ดินและที่อยู่อาศัยตำบลคลองหินปูน อำเภอวังน้ำเย็น จังหวัดสระแก้ว เป็นการรวมตัวของภาคประชาชนที่เผชิญปัญหาเศรษฐกิจ สังคม การเมืองร่วมกัน ภายใต้การขยายตัวของอุดมการณ์ประชาธิปไตยแบบมีส่วนร่วม, พื้นที่ทางการเมืองที่เปิดโอกาสให้ภาคประชาชนสามารถรวมกลุ่มอย่างเป็นทางการเพื่อแก้ไขปัญหาในมิติต่าง ๆ และการขยายตัวของโครงการพัฒนาชุมชนในระดับตำบล เมื่อพิจารณาถึงรูปแบบการเคลื่อนไหวสังคมของภาคประชาชนกลุ่มนี้ พบว่า มีรูปแบบที่หลากหลายไม่ว่าจะเป็นความพยายามในการสร้างอัตลักษณ์ทางการเมือง, การสร้างเครือข่ายนโยบายกับกลไกรัฐและภาคประชาสังคม, การอาศัยนวัตกรรมที่ถูกสร้างขึ้นโดยกลไกรัฐเพื่อปฏิบัติการทางสังคมและการปฏิบัติการด้านการสื่อสาร ผลที่เกิดขึ้นตามมาจากการเคลื่อนไหวสังคมของภาคประชาชนกลุ่มนี้ก่อให้เกิดการแก้ไขปัญหาเศรษฐกิจ สังคมในรูปแบบต่าง ๆ เช่น การแก้ไขปัญหาที่ดินทำกินและที่อยู่อาศัย การเสริมสร้างประสิทธิภาพและศักยภาพทางเศรษฐกิจของชุมชน เป็นต้น

The Land and Housing Movement Network in Khlong Hin-Pun Sub-District, Wang Nam Yen District of Sa Kaeo Province is a social movement consisting of those who share economic, social, and political issues in expanding participatory democracy, in political space provided for public movements so that the people can solve their own problems and in the expanded community development project (sub-district level). When considering the social movement patterns of this group, it is found that many forms of movements have been used including efforts to establish political identity and policy networking between state mechanisms and civil society and the use of innovation created by state mechanisms to perform social and communication practices. Their social movements have led to various types of economic and social solutions to solve land and housing issues and to enhance economic efficiency in their community.
