Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาเครือข่ายกระบวนการบริหารธุรกิจและการได้มาซึ่งผลประโยชน์ในการลงทุนบ่อนคาสิโนของชนชั้นนำทางเศรษฐกิจและการเมืองตามแนวชายแดนจังหวัดจันทบุรีและตราด ผลการวิจัยพบว่า เครือข่ายชนชั้นนำไทย กัมพูชา และข้ามชาติมีการเชื่อมร้อยทั้งที่เป็นทางการและไม่เป็นทางการโดยมีลักษณะการผูกขาดน้อยรายในการลงทุนธุรกิจคาสิโน กระบวนการบริหารคาสิโนจะมีลักษณะเป็นการบริหารธุรกิจระหว่างประเทศที่เป็นระบบทั้งการบริหารบุคคล การจัดการความเสี่ยง การประสานงานกับฝ่ายมั่นคง การส่งเสริมการตลาด และหน่วยงานสนับสนุนภายในองค์กร ส่วนได้มาซึ่งผลประโยชน์จากบ่อนคาสิโนนั้นพบว่า แนวโน้มผลประโยชน์จะตกเป็นของนักธุรกิจเจ้าของบ่อนและเจ้ามือ ในขณะที่ผู้เล่นการพนันจะเป็นผู้เสียประโยชน์

The objectives of this research were to study the network, the casino business administration process and the benefit from casino investment of political economic elites alongside Trat and Chanthaburi borderline. The result found that the transnational Cambodian and Thai elites connected via both informal and formal channels for casino investment. Their businesses were oligopoly. Moreover, the business administration process was systematically organized in international form. The process consisted of personnel management, risk management, coordination with security authorities, marketing promotion and supporting agencies. Finally, the finding was that the tendency of getting benefit was that the casino investor and the banker were the winners whereas gamblers were the losers.
