ADMINISTRATION IN ACCORDING WITH GOOD GOVERNANCE OF THE BASIC EDUCATIONAL INSTITUTES UNDER KHON KAEN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 4

Abstract
This research aimed to study a situation of the administration in according with good governance of the basic educational institutes under Khon Kaen Primary Educational Service Area Office 4, and the guideline for the administration in according with good governance of the basic educational institutes under Khon Kaen Primary Educational Service Area Office 4. The sampling group included the administrators of the basic educational institutes under Khon Kaen Primary Educational Service Area Office 4 for 124 persons. The research instrument was a rating scale questionnaire with a reliability of 0.90 and the data analysis used percentage, mean, standard deviation, and content analysis.
The results found the followings. The situation of the administration in according with good governance of the basic educational institutes under Khon Kaen Primary Educational Service Area Office 4 in general had a performance at a good level sorting by an average from most to least level that included rule of law ethics, transparency, accountability, efficiency, responsiveness, decentralization, equality, consensus oriented respectively. The guideline for the administration in according with good governance of the basic educational institutes under Khon Kaen Primary Educational Service Area Office 4 found as the followings. 1) It should supervise and encourage the personnel to behave according to the law and regulations of the institute administration. 2) It should control working of finance and procurement according to the rules and regulations. 3) It should organize the meeting to explain all works of the institute openly. 4) It should open an opportunity to a community for participating in the institute administration. 5) It should control, supervise, maintenance, and repair building and places to be in condition of working continuously and sustainably.6) It should work according to the clear strategies and objectives with the operational processes and systems as standard including evaluation and continuous improvement and development. 7) It should encourage teamwork. 8) It should empower and give responsibility for the decisions and performance to the personnel in the educational institutes. 9) It should encourage fairness in working of the institute personnel. And 10) it should listen to opinions of the institute personnel.
