LETHAL AGENTS AND POLICE PREPAREDNESS UNDER THAILAND’S CHEMICAL SECURITY FRAMEWORK

Abstract

Today, threats from lethal agents and hazardous chemicals are no longer confined to military operations or international terrorism. Instead, they have increasingly appeared in criminal activities and incidents occurring in civilian settings. As a result, police officers, who are often the first responders to such incidents, face direct risks from hazardous chemical exposure, while limitations in knowledge, equipment, and interagency coordination remain significant challenges. This academic article aims to examine the characteristics of lethal agents that may affect chemical security, analyze the preparedness of the Royal Thai Police in responding to incidents involving hazardous chemicals, and propose measures to strengthen preparedness within Thailand’s chemical security framework. The study was conducted through a review of academic literature, relevant legislation, case studies, and concepts related to emergency management from both domestic and international sources. The findings indicate that, although Thailand has established a relatively comprehensive legal framework and chemical control measures, important gaps remain in interagency information sharing, the transfer of Chemical, Biological, Radiological, and Nuclear (CBRN) knowledge to police organizations, and access to chemical detection technologies at the operational level. The article therefore proposes a systematic approach to enhancing preparedness through personnel development, the establishment of integrated databases and early warning systems, and risk-based chemical governance in order to strengthen Thailand’s chemical security and public safety in the long term.
