Abstract

Drug abuse remains a major threat to social security and the quality of life of the population, particularly among children and adolescents who are in a critical stage of emotional, cognitive, and decision-making development. Therefore, Thailand places significant emphasis on drug prevention in educational institutions as a primary prevention measure. This academic article aims to examine the role of D.A.R.E. police instructors as a primary drug prevention mechanism in Thai educational institutions. The study employs a documentary review and knowledge synthesis approach, drawing upon concepts of primary prevention, life skills, the D.A.R.E. decision-making model, social learning theory, and collaboration among police, schools, and communities. The findings indicate that D.A.R.E. police instructors perform three important roles: (1) strengthening behavioral resilience through decision-making skills and resistance to peer pressure; (2) serving as positive role models who promote learning through observation; and (3) fostering social capital and trust between youth and the police institution, thereby encouraging long-term cooperation in drug prevention. Based on these findings, the article recommends enhancing participatory learning approaches, continuously developing the competencies of D.A.R.E. police instructors, and establishing a long-term monitoring and evaluation system to improve the effectiveness and sustainability of primary drug prevention efforts in Thai educational institutions.
