The Development of the Primary School Administration Models to Excellence of Schools under the Northeastern Schools under the Office of the Basic Education Commission

Abstract

The objectives of this research were: 1) to study the administrative state to the excellence of primary schools; 2) establish and enhance the administrative models; and 3) inspect the possibility and profitability of the primary school administration models to the excellence of the Northeastern Schools under the Office of the Basic Education Commission (OBEC). The operating procedures of this research consisted of: step 1. applying the administrative state to the excellence of the Northeastern Schools under the OBEC that had the best practice Interviewing: step 2. enhancing the administrative models  to the excellence of the Northeastern Schools under the OBEC to outline the administrative models  to the excellence of the Northeastern Schools under the OBEC following the 5 methodologies of model establishment and enhancement including: and step 3. the evaluation and profitability of the models to the excellence of the Northeastern Schools under the OBEC selected 50 primary school administrators under the OBEC using the profitability analysis and assessment of the model possibility as a tool.

The results showed that: 1) an overall administrative state to the excellence of primary schools in the Northeast under the OBEC that had the best practice showed the operations according to the 4 sections of administration that covered the 5 administrative models to the excellence following the 5G Model: (1) leadership; (2) strategic planning; (3) workforce focus; (4) management process; and (5) outcome. In addition, the 4 sections of administration were selectable depending on school context and scale according to the primary school administration models by using the 5G Model; 2) the results of establishing and enhancing administrative models for primary school to the excellence using the 5G Model of the schools in the Northeast under the OBEC showed that an overall appropriateness of the model was at the highest level. The most 3 appropriate levels included rationale, objective, and applicating the model by using the 5G Model; while, main point and success condition were at the lower level. However, implementing the administration following the 5G Model considered the preparedness of school context; and 3) the results of possibility assessment and profitability analysis of the administrative model to the excellence of the Northeastern Primary Schools under the OBEC categorized by the 5 components showed that all components of the model were at the highest possibility and profitability.
