The Development Guidelines for the School Internal Quality Assurance under Office of the Vocational Education Commission in the Northeastern Region

Abstract

This research seeks to 1) examine the current state, ideal conditions, and requirements for the advancement of internal quality assurance operations; 2) formulate development guidelines for internal quality assurance operations; and 3) assess the effectiveness of these development guidelines within the Office of Vocational Education Commission. The sample group comprised 612 individuals, including administrators and teachers, who were selected via simple random sampling. A 5-level rating scale questionnaire was employed, which assesses five levels and demonstrates an item-objective congruence (IOC) index ranging from 0.50 to 1.00, with a reliability coefficient of 0.96. The statistical methods employed for data analysis included mean, standard deviation, median, and interquartile range.

The research results reveal that: 1) The current situations of developing internal quality assurance operation, in overall, was rated at a moderate level, the desirable conditions of developing internal quality assurance operation, in overall, were rated at the highest level, needs for developing internal quality assurance operation, in overall, consisted of (1) the aspect of monitoring performance to meet the quality according to educational standards, (2) the aspect of evaluating and auditing educational quality within schools, (3) the aspect of preparing self-evaluation report to the department, (4) the aspect of preparing development plans of educational management for schools focused on quality according to educational standards of schools, (5) the aspect of improving and developing educational quality from self-evaluation report, ( 6) the aspect of operation according to educational quality development plan of schools and (7) the aspect of setting educational standards of schools. The development guidelines for internal quality assurance operations encompass (1) five guidelines for establishing educational standards for schools, (2) seven guidelines for formulating educational development plans that prioritize quality in accordance with these standards, (3) five guidelines for crafting development plans for educational management that align with quality standards, (4) five guidelines for evaluating and auditing educational quality within schools, (5) six guidelines for monitoring performance to ensure compliance with quality standards, (6) five guidelines for preparing self-evaluation reports for the department, and (7) five guidelines for enhancing and developing educational quality based on self-evaluation reports. The evaluation results of the development guidelines for internal quality assurance operations under the Office of Vocational Education Commission in the northeast region indicated that the appropriateness, feasibility, and utility of the guidelines were rated at the highest level across all dimensions.
