The Lesson from the Futsal Court’s Corruption Case

Abstract

The article's purpose is to investigate the lessons learned from administrative deficiencies in managing the construction of futsal courts in public schools affiliated with the Office of the Basic Education Commission (OBEC) in Nakhon Ratchasima province during the fiscal year 2012 budget, which were charged later as fraud cases by the Supreme Court. The study used content analysis, gathering data from media news and official documents. The study found several deficiencies in the process, such as schools submitting budget requests provided by politicians without review by the OESA, the OBEC allocating the same budget to schools without review, and discrepancies among power of attorney, budget appropriation notices, and budget management. Additionally, schools did not use standard blueprints for construction and did not seek consultation from outside agencies, among other issues. These administrative deficiencies provide important lessons for educational administrators and school directors to prevent similar issues in the future.
