Preparation for the New External Quality Assessment the Schools under the Jurisdiction of the Office of Ubon Ratchathani Primary Educational Service Area 1

Abstract
The research aimed to: (1) study the State of preparation for the new external quality assessment of the Schools under the Jurisdiction of the Office of Ubon Ratchathani Primary Educational Service Area 1; (2) to compare the opinions of the government teachers toward the state of preparation for the new external quality assessment classified by position, education level. Work experience and school size; (3) Study problems and guidelines for preparation in a new way of external quality assessment. The simple of the study were 320 government teachers under the Jurisdiction of the Office of Ubon Ratchathani Primary Educational Service Area 1 selected by stratified random simple and the target groups for the interview are 3 school administrators and 3 teachers, a total of 6 people by purposive selection. The research instrument was a five-rating scale questionnaire with a confidence value equivalent to 0.98 and a structured interview form. Used in data analysis were percentage, mean, standard deviation, t-test, F-test, and variance analysis.
The research findings were as follows. 1) A State of preparation for the new external quality assessment of the schools under study was overall at a high level. 2) A comparison of the opinions of the subjects concerning the preparation showed that the samples as classified by positions and education level. Work experience had no different opinions. As classified by school size, they held different opinions with a statistical significance of .01. When analyzing the pairs, it was found that medium schools are better prepared than small schools large schools are better prepared than small schools. 3) Considering problems and guidelines for preparation in a new external quality assessment, there is no clear form of reporting; personnel still do not understand the new external quality assessment; no budget to rent storage space; no innovation in implementing educational quality assurance; no good management in documenting evidence and traces. The guidelines were as follows: Organize training on writing self-assessment reports for educational institutions; Appointing a preparatory committee for assessment; clearly define the roles and responsibilities of personnel; encourage personnel to develop themselves in the field of information systems; Implement internal quality assurance systematically; prepare documentary evidence and traces into categories.
