การอนุรักษ์และพัฒนาชุมชนเมืองเก่าพะเยา (Conservation and development of Phayao old urban community)

Abstract

งานวิจัยเรื่องการอนุรักษ์และพัฒนาชุมชนเมืองเก่าพะเยามีวัตถุประสงค์เพื่อ 1) ศึกษาวิวัฒนาการการตั้งถิ่นฐานของเมืองเก่าพะเยา 2) ศึกษาเอกลักษณ์เฉพาะ และคุณค่าของเมืองเก่าพะเยา 3) เสนอแนวทางปฏิบัติหรือมาตรการต่างๆ ที่เหมาะสมในการอนุรักษ์และพัฒนาชุมชนเมืองเก่าพะเยาอันคงไว้ซึ่งคุณค่าและเอกลักษณ์ของความเป็นเมืองเก่า การดำเนินงานวิจัยประกอบด้วย การศึกษาข้อมูลความเป็นมาของพื้นที่ การสำรวจชุมชนเมือง การศึกษาลักษณะทางกายภาพ เศรษฐกิจ สังคม วัฒนธรรมที่เป็นองค์ประกอบสำคัญของเมือง การวิเคราะห์เอกลักษณ์และคุณค่าของชุมชนเมืองเก่าพะเยา รวมถึงการสัมภาษณ์กลุ่มคนที่เกี่ยวข้องเพื่อทราบถึงปัญหาและศักยภาพของพื้นที่ จนได้มาซึ่งแนวทางในการอนุรักษ์และพัฒนาชุมชนเมืองเก่าพะเยา จากการศึกษาพบว่า เวียงพะเยาเป็นเมืองโบราณที่มีประวัติศาสตร์มาอย่างยาวนานตั้งแต่ก่อนพุทธศตวรรษที่ 19 เป็นพื้นที่มรดกทางวัฒนธรรมที่มีเอกลักษณ์เฉพาะด้านอันเกิดจากองค์ประกอบทางกายภาพ ศิลปกรรมและสถาปัตยกรรม รวมถึงวัฒนธรรมและขนบธรรมเนียมประเพณีของพื้นที่เมืองเก่าพะเยา สามารถสะท้อนคุณค่าความสำคัญที่ควรค่าแก่การรักษาหลายประการคือ 1) การเป็นแหล่งตั้งถิ่นฐานดั้งเดิมของเมืองพะเยา 2) การเป็นศูนย์กลางเศรษฐกิจการค้าในลักษณะดั้งเดิม 3) การเป็นแหล่งรวมศิลปกรรมและสถาปัตยกรรมที่ทรงคุณค่า และ 4) การเป็นแหล่งรวมประเพณีและวัฒนธรรมที่หลากหลาย แต่จากการพัฒนาเมืองในช่วงที่ผ่านมาทำให้เกิดการเปลี่ยนแปลงสภาพแวดล้อมเมือง และทำลายเอกลักษณ์และคุณค่าของเมืองโบราณ ดังนั้น การอนุรักษ์และรักษามรดกทางวัฒนธรรมที่มีเอกลักษณ์และคุณค่าของพื้นที่ประวัติศาสตร์จึงจำเป็นยิ่งที่จะต้องมีการกำหนดผังการใช้ประโยชน์ที่ดิน การควบคุมทางด้านภูมิสถาปัตยกรรมและสถาปัตยกรรม การพัฒนาระบบคมนาคมและขนส่ง รวมทั้งการมีส่วนร่วมของประชาชนในพื้นที่

The research on conservation and development of Phayao old urban community aims to: 1) study the evolution of Phayao old town settlement, 2) investigate the unique characteristics and significances of Phayao old town, and 3) propose appropriate guidelines and measures for conservation and development Phayao old town in order to preserve the value and unique characteristics of the area. The methodology of this research included: compiling information on background and history of Phayao old town; conducting surveys of the community; studying physical, economic and socio-cultural features which were important elements of the city; and analyzing the unique characteristics and significances of the old town. Key relevant informants were interviewed in order to gain a better understanding of the old town’s problems and its potentials. The product of this process is the conservation and development guidelines for Phayao old town. The results indicated that Wiang Phayao was an ancient town with a long history before the 19^th Century B.E. (14^th Century A.D.). The unique characteristics of this cultural heritage area were derived from urban physical characteristics, artworks, architecture, culture and tradition of the Phayao old town area. These reflected the historical significances of this area as: 1) the old Phayao original settlement, 2) the old Phayao’s commercial center, 3) the hub of significant artworks and architecture, and 4) the hub of local culture and tradition. However, recent urban development had a great impact on the change of urban environment and destroyed the ancient town’s unique characteristics and values. To conserve and maintain cultural heritage of the unique characteristics and values of Phayao historic town, it is essential to establish land use plan, set up architectural and landscape control guidelines, develop transportation systems and promote public involvement of Phayao old urban community.
