การจัดการค่ายพักแรมสำหรับผู้พิการทางการเคลื่อนไหว (Camp management for people with physical disability)

Abstract

            การวิจัยครั้งนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษาอุปสรรคและปัญหาของผู้พิการทางการเคลื่อนไหวในการเข้าค่ายพักแรม 2) เพื่อศึกษาการจัดการค่ายพักแรมสำหรับผู้พิการทางการเคลื่อนไหว โดยเก็บรวบรวมข้อมูลจากผู้พิการทางการเคลื่อนไหวที่มีประสบการณ์ในการเข้าค่ายพักแรม นักวิชาการ เจ้าหน้าที่ภาครัฐ และเจ้าหน้าที่ภาคเอกชน เครื่องมือที่ใช้ในการวิจัย คือ แนวทางการสนทนากลุ่ม (focus group) ประเด็นในการจัดสนทนา ได้แก่ อุปสรรคและปัญหาในการเข้าร่วมค่ายพักแรม และแบบสอบถามสำหรับการวิจัยด้วยเทคนิคเดลฟายจำนวนทั้งสิ้น 3 รอบ จากนั้นวิเคราะห์ข้อมูลแบบสอบถามรอบที่ 3 โดยหาค่ามัธยฐาน (Median: Md) ค่าพิสัยระหว่างควอไทล์ (Interquartile Range: IR) และค่าสัมบูรณ์ความแตกต่างระหว่างค่ามัธยฐานกับฐานนิยม (IMd-MoI) ซึ่งกำหนดว่าข้อความที่นำไปใช้เป็นการจัดการค่ายพักแรมสำหรับผู้พิการทางการเคลื่อนไหว ต้องมีค่ามัธยฐานมากกว่าหรือเท่ากับ 3.50 มีค่าพิสัยระหว่างควอไทล์น้อยกว่าหรือเท่ากับ 1.50 และมีค่าสัมบูรณ์ความแตกต่างระหว่างค่ามัธยฐานกับค่าฐานนิยมน้อยกว่าหรือเท่ากับ 1.00
          ผลการวิจัยพบว่า อุปสรรคและปัญหาของผู้พิการทางการเคลื่อนไหวในการเข้าค่ายพักแรม แบ่งออกเป็น 2 ด้าน คือ 1) ด้านสิ่งอำนวยความสะดวกสำหรับผู้พิการ อุปสรรคและปัญหาที่พบคือ สถานที่ไม่เอื้ออำนวย โดยมีสิ่งอำนวยความสะดวกสำหรับผู้พิการไม่เพียงพอหรือไม่พร้อมรองรับผู้พิการทางการเคลื่อนไหว และ 2) ด้านการบริหารค่ายพักแรม อุปสรรคและปัญหาที่พบคือด้านการวางแผน การจัดระเบียบค่ายพักแรม การบริหารงานบุคคล สิ่งอำนวยความสะดวกและการบริหารจัดการอุปกรณ์ การบริหารกิจกรรม และการประเมินผล
          การจัดการค่ายพักแรมสำหรับผู้พิการทางการเคลื่อนไหวแบ่งออกเป็น 5 ด้าน คือ 1) ด้านการวางแผน กล่าวคือควรมีการวางแผนงาน วางแผนบุคลากร และวางแผนการจัดการทรัพยากรในการดำเนินงานค่ายพักแรม 2) ด้านการจัดองค์กร ควรมีโครงสร้างบุคลากรในการบริหารและสายงานการปฏิบัติ โดยแบ่งออกเป็นฝ่ายต่าง ๆ คือ ผู้อำนวยการค่าย เลขานุการ ฝ่ายกิจกรรมวิชาการ ฝ่ายกิจกรรมนันทนาการ ฝ่ายสนับสนุนและบริการ ฝ่ายพี่เลี้ยงหรือผู้ช่วยเหลือ และฝ่ายประชาสัมพันธ์และประสานงาน 3) ด้านการจัดบุคลากร ควรฝึกอบรมบุคลากรค่ายเกี่ยวกับการดูแลผู้พิการทางการเคลื่อนไหว รวมถึงมีระบบพี่เลี้ยงที่คอยดูแลผู้พิการทางการเคลื่อนไหว 4) ด้านการสั่งการ ควรมีสายการบังคับบัญชาที่สั้นและไม่ซ้ำซ้อน มีการสร้างรางวัลจูงใจให้กับบุคลากรที่สามารถดูแลผู้พิการทางการเคลื่อนไหวได้ และมีการกำหนดมาตรฐานและเป้าหมายในการปฏิบัติงานที่ชัดเจน และ 5) ด้านการควบคุม ควรมีการประเมินมาตรฐานของการบริหารจัดการค่ายพักแรม โดยหน่วยงานที่เกี่ยวข้อง มีการประชุมติดตามผล ประเมินผลค่ายพักแรมทุกครั้ง และประสานงานกับองค์กรที่เกี่ยวข้องกับผู้พิการในการให้ความช่วยเหลือ แนะนำ และการสนับสนุนต่าง ๆ

         This research aims 1) to study the barriers and problems of people with physical disability in camp and 2) to study camp management for people with physical disability by collecting information from campers with physical disability, academics, government officials and private sector officials. The research tools composed of the focus groups and three Delphi techniques to explore the obstacles and problems in camping. The third round of questionnaire was then analyzed by means of the median (Md), the interquartile range (IR), absolute value and the difference between the median and the nominal (IMd-Mol). It was determined that the information was used to organize camps for people with physical disability. The median is greater than or equal to 3.50. The interquartile range is less than or equal to 1.50 with absolute value. The difference between the median and the conventional value is less than or equal to 1.00. The barriers and problems of people with physical disability in the camp are divided into 2 areas: 1) insufficient facilities for the disabled and 2) problems with the camp management. There is no favorable place and sufficient facilities for people with physical disability. Moreover, there are also barriers and problems in the process of planning and organizing the camp, personnel management, facilities and equipment management, activity management and evaluation.
           Camp management for people with physical disability is divided into 5 areas. There should be the planning of an event, personnel planning and resource management planning in camp operations. To effectively organize the camp, there should be the personnel management structure consisting of various departments, namely the director of the camp, the secretary, academic staffs, recreational staffs, general staffs, assistant staffs, and public relations staffs. Staffs should be trained to take care of the disabled. Organizational direction in terms of communication should be both precise and concise. There should be a reward as a motivation for a personnel who can take a very good care of people with physical disability.It is also necessary to have clear standards, operational goals and the standard assessment of camp management by related agencies. Furthermore, there must be a follow-up meeting and evaluation of each camp regularly as well as the collaboration with other related organizations to provide assistance, advice and support.
