การศึกษาเศรษฐกิจนอกภาคทางการในประเทศไทย Study of Informal Economy in Thailand

บทคัดย่อ

นับแต่อดีตจนถึงปัจจุบันในประเทศไทยมีงานศึกษาหลายชิ้นในประเด็นเรื่องเศรษฐกิจนอกภาคทางการ ซึ่งบางชิ้นเชื่อมโยงกับประเด็นเรื่องแรงงานนอกระบบ  โดยที่การศึกษาในช่วงแรกคือในช่วงก่อนปี พ.ศ. 2546 เป็นการศึกษาที่ยังไม่มีความชัดเจนเกี่ยวกับกรอบแนวคิด  การเกิดขึ้น  กลไกการทำงาน และผลที่เกิดจากเศรษฐกิจนอกภาคทางการ  แต่การศึกษาจะมุ่งไปที่การศึกษาที่ตัวบุคคลที่ทำงานในเศรษฐกิจนอกภาคทางการ  โดยเฉพาะอย่างยิ่งสตรีที่ทำงานประเภทรับงานไปทำที่บ้าน  การศึกษาในยุคหลังโดยเฉพาะอย่างยิ่งจากการสนับสนุนของสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติเริ่มที่จะมีการกำหนดกรอบแนวคิดและนิยามที่ชัดเจนของเศรษฐกิจนอกภาคทางการและพยายามเชื่อมโยงกรอบแนวคิดดังกล่าวมาสู่การเก็บข้อมูลและวิเคราะห์ข้อมูลให้ครอบคลุมกิจกรรมทางเศรษฐกิจประเภทต่างๆ  ตามกรอบแนวคิดและนิยามนั้นๆ  นอกนี้ยังพบว่าการศึกษาในยุคหลังบางส่วนได้เชื่อมโยงเศรษฐกิจนอกภาคทางการเข้ากับประเด็นเรื่องการสร้างความเข้มแข็งของชุมชนและพบว่ามีงานบางชิ้นพยายามสร้างกรอบแนวคิดเรื่องการสร้างความคุ้มครองทางสังคมให้กับผู้ที่ทำงานในเศรษฐกิจนอกภาคทางการ ซึ่งในช่วงหลังเรียกคนเหล่านี้ว่าแรงงานนอกระบบ

Abstract

Informal economy has been a topic widely discussed in a number of previous studies.  In some of the studies, especially those conducted before 2003, informal economy was associated with informal labor.  Moreover, the main focus of the studies was individuals such as female home workers.  What has not been clearly discussed in these studies, however, includes emergence, process and consequences of informal economy, in addition to the unclear framework of the studies. The studies conducted later, however, were supported by Office of National Economic and Social Development Board.  In these studies, framework of the studies and a clear definition of informal economy were provided.  Methods of data collection and data analysis were employed to include all kinds of economic activities based on the framework and definition provided.  Furthermore, it was found that informal economy discussed in these studies was related to topics like developing community security and social protection for those who worked in informal economy, which was referred to as informal labor.
