สภาพการดำเนินงานและสภาพปัญหาของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในกลุ่มจังหวัดภาคใต้ฝั่งอันดามัน (The operation conditions and problems of the early childhood development center under local administrative organization in Southern Andaman provincial cluster)

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์การวิจัยเพื่อ 1) ศึกษาสภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก 2) ศึกษาสภาพปัญหาของศูนย์พัฒนาเด็กเล็ก โดยใช้วิธีการรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึก ขอบเขตเชิงพื้นที่ ได้แก่ ศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มจังหวัดภาคใต้ ฝั่งอันดามัน 6 จังหวัด ประกอบด้วย จังหวัดภูเก็ต กระบี่ พังงา ระนอง ตรัง และสตูล จำนวน 24 แห่ง กลุ่มตัวอย่าง ได้แก่ นายกองค์กรปกครองส่วนท้องถิ่น ปลัดองค์กรปกครองส่วนท้องถิ่น ผู้อำนวยการกองการศึกษา หัวหน้าศูนย์พัฒนาเด็กเล็ก และครูผู้ดูแลเด็ก รวมทั้งหมดจำนวน 47 คน ขอบเขตเนื้อหาอยู่ภายใต้มาตรฐานการดำเนินงานของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ผลการวิจัยพบว่า 1) การดำเนินงานของศูนย์พัฒนาเด็กเล็กมีการดำเนินงานภายใต้มาตรฐานการดำเนินงานของกรมส่งเสริมการปกครองท้องถิ่น โดยหัวหน้าศูนย์พัฒนาเด็กเล็กเป็นผู้นำหลัก 2) ปัญหาของศูนย์พัฒนาเด็กเล็ก พบว่ามีปัญหาในด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก การขาดการทบทวนประเมินระบบการบริหารจัดการองค์กร ปัญหาด้านบุคลากร ด้านอาคารสถานที่ และพบว่าปัญหายังเกิดจากการเปลี่ยนแปลงนโยบายของกรมส่งเสริมการปกครองส่วนท้องถิ่น ซึ่งทำให้เกิดปัญหาในการดำเนินงานเนื่องจากขาดความเชี่ยวชาญในการปฏิบัติงานในส่วนที่มีการเปลี่ยนแปลงใหม่

This research is qualitative research including two objectives: 1) to study the operation conditions of the early childhood development center, and 2) to study the problems of early childhood development center. The researchers collected data by using the in-depth interview method. The area scope was twenty-four early childhood development centers under the local administrative organization in Southern Andaman Provincial cluster including 6 provinces: Phuket, Krabi, Phang Nga, Ranong, Trang, and Satun. The samples used in this research included the chief executive of the local administrative organization, the chief administrator of the local administrative organization, the director of education division, the heads of early childhood development centers, and teachers totaling forty-seven persons. The scope of content was under the standards of operations of the childhood development centers under the local administrative organization. This study found that 1) the operation of early childhood development centers operates under the standards of operations of the Department of Local Administration by the heads of early childhood development centers as main leaders. 2) The problems of early childhood development centers showed that the administration of early childhood development centers lacked a review and evaluation of the organization management system as well as the problems of personnel and physical facilities. There is also a problem caused by changes in the policy of the Department of Local Administration which cause operational problems and a lack of expertise in the operation in the part that has been changed.
