Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สำรวจความพึงพอใจของผู้รับบริการทางการแพทย์แผนไทย และ 2) จัดทำข้อเสนอเชิงนโยบายการบริการทางการแพทย์แผนไทยเพื่อการพัฒนาด้านเวชกรรมไทยของโรงพยาบาลกองทัพบก การวิจัยครั้งนี้ใช้ ระเบียบวิจัยแบบผสมวิธี การวิจัยเชิงปริมาณใช้แบบสอบถามออนไลน์ในการเก็บรวบรวมข้อมูลจำนวน 1,677 ตัวอย่าง โดยคิดจากเกณฑ์ขนาดตัวอย่างเป็นร้อยละ 5 ของผู้รับบริการทางการแพทย์แผนไทย สถิติที่ใช้สำหรับการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การวิจัยเชิงคุณภาพเป็นการสัมภาษณ์เพื่อประเมินรับรองร่างฯ จากการเลือกตัวอย่างแบบเจาะจงจากผู้มีส่วนได้ส่วนเสีย จำนวน 15 คน ผลการศึกษาพบว่า 1) ความพึงพอใจในการให้บริการทางการแพทย์แผนไทยในภาพรวมอยู่ในระดับมากที่สุด (X̅ = 4.48, S.D. = 0.58) และ 2) ข้อเสนอเชิงนโยบายการบริการทางการแพทย์แผนไทยเพื่อการพัฒนาด้านเวชกรรมไทยของโรงพยาบาลกองทัพบก ประกอบด้วย 7 นโยบาย ได้แก่ 1) ด้านเจ้าหน้าที่ที่ให้บริการ 2) ด้านสถานที่ในการให้บริการ 3) ด้านค่าใช้จ่ายในการให้บริการ 4) ด้านการบริหารจัดการยา เวชภัณฑ์ และเครื่องมือ 5) ด้านเวลาในการให้บริการ 6) ด้านการใช้เทคโนโลยีในงาน และ 7) ด้านการพัฒนาเวชกรรมไทยของโรงพยาบาลกองทัพบก ประโยชน์ของการวิจัยครั้งนี้ คือ ผู้บริหารสามารถนำผลการวิจัยนี้ไปประยุกต์ใช้เป็นแนวทางในการกำหนดนโยบายของโรงพยาบาลได้ นอกจากนั้นควรมีการศึกษาวิจัยด้านการใช้ยาที่ปรุงสำหรับผู้รับบริการเฉพาะรายที่รักษาด้วยการแพทย์แผนไทย และศึกษาประเทศที่ประสบความสำเร็จด้านการแพทย์ดั้งเดิมเพื่อพัฒนาข้อเสนอเชิงนโยบายทางการแพทย์แผนไทยต่อไป
The objectives of this research were (1) to survey the patient’s satisfaction with Thai traditional medicine services and (2) to formulate a policy proposal for Thai traditional medical services focusing on the development of Thai medicine at the Royal Thai Army Hospitals. This research was mixed-method research. The quantitative section of this research used an online questionnaire to collect data from 1,677 samples based on a sample size of 5 percent of Thai traditional medical service recipients. For the qualitative part, this study used an interview for evaluating the draft endorsement by selecting a purposive sample from 15 stakeholders. The results indicated that (1) The overall satisfaction of Thai traditional medical services was at the highest level (X̅ = 4.48, S.D. = 0.58) and (2) the proposed policy consists of 7 policies: (i) Service personnel, (ii) Location of service, (iii) Cost of service, (iv) Management of medicines, medical supplies, and equipment, (v) Service hours, (vi) Application of technology for the service, and (vii) Development of Thai traditional medical treatment of the Royal Thai Army Hospitals. The contribution of this research is that the administrators can apply the results of this research as a guideline for establishing hospital policies. Moreover, further studies on the herbal prescription for specific patients treated with Thai traditional medicine and on the traditional medicine services of countries that have had succeeded in developing policy proposals for their traditional or alternative medicine.
