การพัฒนารูปแบบการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบล จังหวัดกำแพงเพชร (The development of a management model for development plans of the sub-district administrative organizations in Kamphaeng Phet Province)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหา ความต้องการและปัจจัยที่เกี่ยวข้องกับการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบล จังหวัดกำแพงเพชร 2) การพัฒนารูปแบบการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบล จังหวัดกำแพงเพชร 3) ประเมินการพัฒนารูปแบบการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบล จังหวัดกำแพงเพชร ผู้ให้ข้อมูลในการวิจัยประกอบด้วย ประธานสภา ผู้บริหารและพนักงานองค์การบริหารส่วนตำบล นักวิชาการ ผู้ทรงคุณวุฒิ และผู้เชี่ยวชาญ  การเก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การสัมภาษณ์เชิงลึก การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญ การประเมินผลรูปแบบ การวิเคราะห์ข้อมูล ใช้การหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า พบว่า 1. สภาพการดำเนินงาน มีการปฏิบัติ ทั้งสามด้าน 1) ด้านการจัดทำแผน 2)ด้านการนำแผนไปปฏิบัติ 3) ด้านการติดตามประเมินผลและการทบทวนแผน ปัญหาการบริหารจัดการแผนพัฒนา พบว่า ด้านที่มีค่าเฉลี่ยสูงกว่าด้านอื่นได้แก่ ด้านการจัดทำแผน ความต้องการการบริหารจัดการแผนพัฒนา ด้านที่มีค่าเฉลี่ยสูงกว่าด้านอื่น ได้แก่ ด้านการจัดทำแผน ปัจจัยที่เกี่ยวข้องกับความสำเร็จในการบริหารจัดการแผนปัจจัยภายใน ประกอบด้วย ปัจจัย 6 ด้าน และปัจจัยภายนอก ประกอบด้วย ปัจจัย 4 ด้าน 2. ผลการพัฒนารูปแบบการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบลจังหวัดกำแพงเพชร มีองค์ประกอบ 6 องค์ประกอบ 3. ผลการประเมินรูปแบบการบริหารจัดการแผนพัฒนาขององค์การบริหารส่วนตำบลจังหวัดกำแพงเพชร เป็นรูปแบบการจัดการความรู้ที่มีความเหมาะสม มีความเป็นไปได้ และมีความเป็นประโยชน์ในระดับมากและระดับมากที่สุด งานวิจัยนี้ทำให้ได้แนวทางรูปแบบการบริหารจัดการแผนพัฒนาองค์การบริหารส่วนตำบลที่มีประสิทธิภาพที่ดี

The objectives of this research were 1) to study the condition, problems, needs and factors related to the management of development plans of sub-district administrative organizations in Kamphaeng Phet Province, 2) to develop a management model for the development plan of the sub-district administrative organizations in Kamphaeng Phet Province, and 3) to evaluate the development of the management model for the development plan of the sub-district administrative organizations in Kamphaeng Phet Province. The research participants consisted of the chairman of a selected council, the administrators and employees of the sub-district administrative organizations, academicians, experts and knowledgeable experts. The data were collected by using questionnaires, in-depth interview, workshop, expert-based seminars, and model evaluation, and they were analyzed by using percentage, mean, standard deviation and content analysis. The results revealed three things. First, the operating conditions were implemented in three aspects: a) implementing the plan. b) following, evaluating, and c) reviewing the plan. Regarding problems in the management of the development plan, it suggested that planning the need for development plan management has the highest averages. Factors related to the success of internal factors of the plan management comprise 6 factors, while there were 4 external factors. Second, the results of the development of the management model for Kamphaeng Phet sub-district administrative organization show six components. Third, the assessment of the developed management model for the development plan for Kamphaeng Phet’s sub-district administrative organization showed that it constitutes an appropriate model for knowledge management.
