Abstract
การทบทวนวรรณกรรมพบว่างานวิจัยจำนวนไม่น้อยขาดการใช้แนวทางการคุ้มครองทางสังคมที่สอดคล้องกับทิศทางขององค์การระหว่างประเทศในสหประชาชาติ จึงเป็นที่มาของการวิจัยนี้ ซึ่งมีวัตถุประสงค์เพื่อทบทวนสถานภาพความรู้ของการคุ้มครองทางสังคมในประเทศไทยระหว่าง พ.ศ. 2540-2568 โดยวิเคราะห์แนวทางการศึกษา ผลการวิจัยสำคัญ และระบุช่องว่างองค์ความรู้ที่ต้องเติมเต็มในอนาคต วิธีการศึกษาใช้การทบทวนวรรณกรรมอย่างเป็นระบบและปรับให้เข้ากับข้อจำกัดของฐานข้อมูลในประเทศไทย คัดเลือกเอกสารตามเกณฑ์ที่เกี่ยวข้องกับกรอบแนวทางการคุ้มครองทางสังคมขององค์การแรงงานระหว่างประเทศ (ILO) ธนาคารโลก กองทุนเพื่อเด็กแห่งสหประชาชาติ (UNICEF) และสมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (ASEAN) ข้อมูลเหล่านี้นำมาวิเคราะห์เนื้อหาและจำแนกกลุ่มเพื่อการอภิปรายผลการศึกษาตามลำดับเวลาออกเป็น 3 ช่วงสำคัญ ได้แก่ ช่วงแรกระหว่าง พ.ศ. 2540-2550 เน้นการพัฒนาระบบ การปฏิรูประบบ และสร้างมาตรการทางกฎหมายตามความช่วยเหลือจาก ILO และธนาคารโลก ช่วงที่สองระหว่าง พ.ศ. 2551-2560 ขยายการศึกษาครอบคลุมแรงงานในเศรษฐกิจภาคไม่เป็นทางการ และมีประเด็นศึกษาที่เฉพาะมากขึ้น และช่วงที่สาม พ.ศ. 2561 เป็นต้นมา เน้นเชื่อมโยงประเด็นในสถานการณ์ร่วมสมัยเข้ากับกรอบแนวทางการคุ้มครองทางสังคม เช่น ฐานการคุ้มครองทางสังคม การคุ้มครองทางสังคมถ้วนหน้า ผลการศึกษาแสดงให้เห็นว่า การศึกษาแนวทางการคุ้มครองทางสังคมอื่น เช่น การคุ้มครองทางสังคมที่คำนึงถึงเพศและเด็ก และการคุ้มครองทางสังคมตอบสนองภาวะฉับพลัน จำเป็นต้องได้รับการสนับสนุนเพื่อเสริมสร้างความเข้าใจทางวิชาการนโยบายสังคมและสังคมสงเคราะห์ในประเทศไทย ตลอดจนการพัฒนาทิศทางของงานวิจัยและนโยบายการคุ้มครองทางสังคมในอนาคตเพื่อรองรับความหลากหลายของประเด็นร่วมสมัย
The literature review reveals that a considerable body of research is not aligned with the social protection approaches by United Nations international agencies, highlighting the need for this study. Therefore, this research article reviews the state of knowledge on social protection in Thailand from 1997 to 2025. It analyzes approaches and key research findings to identify knowledge gaps that should be addressed in the future. A systematic review adapted to the limitations of Thai databases employed document selection criteria related to the social protection frameworks of the International Labour Organization (ILO), the World Bank, the United Nations Children’s Fund (UNICEF), and the Association of Southeast Asian Nations (ASEAN). These data were subjected to content
analysis and categorized chronologically into three key periods for discussion. The first, from 1997 to 2007, highlighted system development, reform, and the creation of legal measures, with support from the ILO and the World Bank. In the second, from 2008 to 2017, the focus expanded to include informal economy workers and specific issues. The third, from 2018 onwards, focused on linking contemporary issues to frameworks such as the social protection floor and universal social protection. Results suggest that other social protection approaches––such as gender- and child-sensitive and shock-responsive, social protection––should be strengthened to enhance academic understanding of social policy and social work in Thailand and to guide future research and social protection policies in addressing diverse contemporary issues.
