Abstract
“สนามหลวง” เป็นพื้นที่สาธารณะ ที่เดิมถูกใช้ในกิจกรรมที่หลากหลาย แต่เมื่อกรุงเทพมหานครในฐานะผู้ดูแลได้มีนโยบายปิดและปรับปรุงพื้นที่ ด้วยเหตุผลของการบูรณะและปรับปรุงภูมิทัศน์ให้เป็น”ระเบียบ”และ “สวยงาม” ซึ่งภายใต้การดำเนินนโยบายนี้ ได้ส่งผลต่อผู้คนที่เคยใช้พื้นที่เดิมในหลายรูปแบบ ผลกระทบที่สำคัญประการหนึ่งคือ พื้นที่สนามหลวงอนุญาตให้ใช้สอยพื้นที่ได้เฉพาะงานพระราชพิธี รัฐพิธี และกิจกรรมบางประเภทเท่านั้น ทำให้การเข้าใช้พื้นที่ในแบบเดิมถูกจำกัดในหลายลักษณะ ในแง่นี้เอง “ความเป็นพื้นที่สาธารณะ” ของสนามหลวงถูกตั้งคำถามทั้งในแง่บทบาทและหน้าที่ที่เปลี่ยนไป
โดยทั่วไปแล้ว การปรับปรุงพัฒนาพื้นที่สาธารณะย่อมส่งผลกระทบต่อรูปแบบการใช้พื้นที่และวิถีชีวิตของผู้คนอย่างเลี่ยงไม่ได้ และบ่อยครั้งมิติ ”ความงาม” มักถูกหยิบยกมาเป็น เหตุผลข้ออ้าง (justification) ที่สำคัญในการพัฒนาพื้นที่ของรัฐอยู่เสมอ หากแต่นิยาม “ความงาม” ที่มีลักษณะตายตัวในแบบของรัฐนั้นได้ส่งผลกระทบต่อ สิ่งที่ไม่ถูกนับว่ามีคุณลักษณะของความงามดังกล่าว ถูกกีดกัน/ถูกปิดกั้นไปให้พ้นไปจากการร่วมใช้พื้นที่ โดยเฉพาะผู้คนตัวเล็กตัวน้อยและกิจกรรมที่เกี่ยวข้องกับการเคลื่อนไหวทางการเมือง ในกรณีของสนามหลวง
ในงานศึกษานี้จะกล่าวถึง ความสำคัญของพื้นที่สาธารณะในสังคมไทย ว่ามีพัฒนาการในการใช้ประโยชน์เชิงพื้นที่อย่างไร และรัฐใช้เหตุผลข้ออ้างว่าด้วย “ความงาม” อย่างไรที่ทำหน้าที่กีดกันผู้คนบางกลุ่มและกิจกรรมบางจำพวกให้ออกไปจากการมีสิทธิมีส่วนและร่วมใช้พื้นที่ โดยผู้ศึกษาพยายามชี้ให้เห็นว่า “มิติความงาม” นี้เป็นเป็นเหตุผลข้ออ้างของรัฐในการจัดการและแบ่งใช้พื้นที่สาธารณะในสังคมไทย ที่มักจะแฝงฝังมาด้วยวิธีคิดและการจัดระเบียบในลักษณะต่างๆ ที่ทำงานผ่านกฎหมาย ระเบียบข้อบังคับ และบทลงโทษต่างๆ ให้ค่อยๆ สูญเสียมิติของการเป็นพื้นที่สาธารณะไป และกลายเป็นพื้นที่ที่การใช้ประโยชน์ถูกสงวนไว้ให้คนบางกลุ่มและกิจกรรมบางประเภทอย่างชัดเจน
