อุตสาหกรรมวิทยุโทรทัศน์ไทยมีการแข่งขันสูงและการพัฒนารายการโทรทัศน์ให้มีคุณภาพสูงนั้น ส่วนหนึ่งเกิดจากสมรรถนะของบุคลากรในฝ่ายผลิตรายการเป็นสำคัญ การพัฒนาบุคลากรที่มีความคิดสร้างสรรค์ให้มีคุณภาพจึงเป็นสาระสำคัญที่จะบ่งชี้ได้ถึงคุณภาพของรายการที่เผยแพร่ให้ผู้ชมทั่วประเทศ ดังนั้น การค้นหาสมรรถนะที่จำเป็นของบุคลากรที่ผลิตรายการโทรทัศน์จะเป็นส่วนหนึ่งในการพัฒนาคุณภาพรายการโทรทัศน์ในประเทศไทยการวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาองค์ประกอบของสมรรถนะของฝ่ายผลิตรายการโทรทัศน์เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามซึ่งพัฒนามาจากแนวคิด ทฤษฎี และงานวิจัย เครื่องมือที่ใช้ในการวิจัยครั้งนี้มี 2 ชุด คือ แบบสัมภาษณ์แบบมีโครงสร้างสำหรับสัมภาษณ์เชิงลึกซึ่งใช้สัมภาษณ์ผู้เชี่ยวชาญในสาขาที่เกี่ยวข้องและแบบสอบถามเกี่ยวกับสมรรถนะที่จำเป็นซึ่งเป็นแบบมาตราส่วน 5 ระดับ โดยกลุ่มตัวอย่างเป็นฝ่ายผลิตรายการโทรทัศน์ประกอบด้วย โปรดิวเซอร์ โครโปรดิวเซอร์ ครีเอทีฟ จำนวน 121 คน การสุ่มตัวอย่างใช้วิธีสุ่มแบบสัดส่วนการวิเคราะห์ข้อมูลใช้ค่าเฉลี่ย ค่าร้อยละ วิเคราะห์ปัจจัย และวิเคราะห์ความสอดคล้องของรูปแบบและข้อมูลเชิงประจักษ์ผลการศึกษาพบว่า องค์ประกอบสมรรถนะที่จำเป็นของฝ่ายผลิตรายการโทรทัศน์เรียงลำดับความสำคัญ ได้แก่องค์ประกอบที่ 1 องค์ประกอบทักษะการจัดการ ประกอบด้วยการวางแผน การสื่อสารและนำเสนอ ความรับผิดชอบการทำงานเป็นทีม องค์ประกอบที่ 2 ด้านความคิด ประกอบด้วยความคิดรวบยอด ความคิดวิเคราะห์ ความคิดสร้างสรรค์และองค์ประกอบที่ 3 ด้านกระบวนการผลิต การตรวจสอบความสอดคล้องของโมเดลโครงสร้างองค์ประกอบสมรรถนะที่จำเป็นของฝ่ายผลิตรายการโทรทัศน์กับข้อมูลเชิงประจักษ์ พบว่า ค่าดัชนีวัดระดับความกลมกลืน คือไค-สแควร์เท่ากับ 113.151 องศาอิสระ (df) เท่ากับ 85 ค่า Probability level เท่ากับ .019 ค่า X2/ df (CMIN/DF) เท่ากับ1.347ค่า RMR เท่ากับ .020 ค่า GFI เท่ากับ .928 และค่า AGFI เท่ากับ .898 ค่า RMSEA เท่ากับ .041 และค่า CFIเท่ากับ .979 แสดงว่า รูปแบบโมเดลการวิเคราะห์องค์ประกอบเชิงยืนยันลำดับที่สองสอดคล้องกับข้อมูลเชิงประจักษ์

Abstract

Competition is high in the Thai broadcasting television industry. The development of quality televisionprogrammers depends on the competencies of professional producers. The competency development ofproduction personnel is essential to the quality of a broadcasted program. It is therefore necessary that,research in required qualifications for producers be part of Thai television program development.This research aimed to study the competency factors of staff in the production division. Two researchinstruments were used and developed from relevant concepts, theories, and research. An in-depth interviewwas used to interview experts in related fields, while a 5-point rating scale questionnaire collected data aboutthe essential competencies. The samples were 121 production staff selected by stratified random sampling.The data was analyzed by mean, percentage, factor analysis and the analysis of consistency between themodel and the empirical data.The research findings indicated that the essential competency factors for production staff, given in orderof importance, were management skills, thinking and production process. The sub-factors of managementskills were planning, communication and presentation, responsibility and team work, and the sub-factors ofthinking were conceptualization, analytical thinking and creative thinking.Regarding the test of consistency between the competency model and the empirical data, it was found thatthe second-order confirmatory factor analysis model was consistent with the empirical data with Chi-square= 113.151, df = 85, p = .019, X2/ df CMIN/DF = 1.347, RMR = .020, GFI = .928, AGFI = .898, RMSEA =.041 and CFI = .979.
