บทคัดย่อ

การวิจัยเรื่อง ปัจจัยที่มีอิทธิพลต่อประสิทธิภาพการบริหารงานพัฒนาชุมชนของพัฒนาการจังหวัด มีวัตถุประสงค์สี่ประการคือ เพื่อ (1.) เพื่อศึกษาถึงอิทธิพลของปัจจัยทางด้านสถานการณ์ ซึ่งประกอบด้วยการมีส่วนร่วมในการบริหารงาน การจัดการความรู้วัฒนธรรมองค์การ หลักธรรม ซึ่งเป็นคุณลักษณะของคนเก่งที่มีต่อประสิทธิภาพในการบริหารจัดการงานพัฒนาชุมชนของพัฒนาการจังหวัด (2.) เพื่อศึกษาถึงอิทธิพลของปัจจัยทางด้านจิตลักษณะซึ่งประกอบด้วย การมุ่งอนาคต แรงจูงใจใฝ่สัมฤทธิ์ เหตุผลเชิงจริยธรรม ทัศนคติทางบวก ความเชื่ออำนาจในตนและสุขภาพจิตที่เข้มแข็ง ซึ่งเป็นคุณลักษณะของคนดีที่มีผลต่อประสิทธิภาพการบริหารจัดการงานพัฒนาชุมชนของพัฒนาการจังหวัด (3.) เพื่อศึกษาความสอดคล้องของตัวแบบประสิทธิภาพการบริหารจัดการงานพัฒนาชุมชนของพัฒนาการจังหวัดที่ไี่ด้จากการวิเิคราะห์ข้อมูลทางสถิติกับความคิดเห็นของผู้ทรงคุณวุฒิ และ (4.) เพื่อสร้า้งข้อเสนอแนะเชิงนโยบายที่เกิดจากตัวแบบการบริหารงานพัฒนาชุมชนของพัฒนาการจังหวัด เพื่อพัฒนาให้พัฒนาการจังหวัดเป็นคนเก่ง และคนดี สามารถบริหารงานได้อย่างมีประสิทธิภาพผู้วิจัยใช้เทคนิคการวิจัยแบบผสม ในส่วนการวิจัยเชิงปริมาณ ประชากรที่ใช้ในการศึกษาครั้งนี้ คือ พัฒนาการจังหวัดทั่วประเทศ รวมทั้งสิ้น 75 คน ซึ่งผู้ศึกษาได้ศึกษาจากประชากรทั้งหมดในส่วนการวิจัยเชิงคุณภาพ กลุ่มตัวอย่า่งได้แก่ พัฒนาการจังหวัดจำนวน 6 คน โดยใช้เกณฑ์การเลือกตัวอย่างแบบเจาะจง โดยตั้งเกณฑ์ว่าต้องเป็นพัฒนาการจังหวัดที่มีประสบการณ์ทำงานไม่ต่ำกว่า 15 ปี รวมถึงต้องยินดีที่จะให้ข้อมูลและเปิดเผยข้อมูลอย่างเต็มที่ การวิเคราะห์ใช้เทคนิคการวิเคราะห์เชิงปริมาณเป็นหลัก อาศัยการวิเคราะห์เส้นทาง และการวิจัยเชิงคุณภาพสนับสนุนโดยอาศัยเทคนิคการสัมภาษณ์แบบเจาะลึกผลการวิเคราะห์ปัจจัยที่มีอิทธิพลต่อประสิทธิภาพในการบริหารงานของพัฒนาการจังหวัด พบว่าปัจจัยที่มีอิทธิพลรวมต่อประสิทธิภาพในการบริหารงานของพัฒนาการจังหวัด อย่างมีนัยสำคัญทางสถิติในสามลำดับแรก ได้แก่ การจัดการความรู้ การมีทัศนคติที่ดี และการมีส่วนร่วมในการบริหารงานซึ่งผลดังกล่าว สอดคล้องกับปัจจัยที่มีอิทธิพลทางตรง

Abstract

A research on factor effect of efficiency administration management in chief community developmentprovincial officers was aimed at: 1. an investigation into the influence of situational factors includingadministrative participation, knowledge management, organizational culture and governance in good staff,2. an investigation into the influence of psychological factors which includes future orientation, achievementmotivation, ethical reasons, positive attitudes, self-confidence and mental strength that represent goodofficers, 3. an exploration into coherences of the model efficiency of administration management in chiefcommunity development provincial officers analyzed using statistical data and academics’ suggestions, and4. the establishment of comments on a proposal of administrative suggestions made by the model efficiencyof administration management in chief community development provincial officers to train those officers tobecome good staff who can work efficiently.The research was conducted through quasi-experimental study based upon 75 chief communitydevelopment provincial officers from all over Thailand, whilst the qualitative study was selected through aspecific sampling of 6 chief community development provincial officers who have at least 15 years workingexperience and who agreed to provide all the information. Quantitative calculation was applied in the analysisbased upon path analysis, qualitative research and deep interviews.The factor effect of efficiency of administration management for chief community development provincialofficers analysis found the following factors significantly affect the efficiency of administration: knowledgemanagement, good attitude and administrative participation. These factors were found to directly influencethe efficiency of administration management.
